Reconnaissance du génocide en Namibie, restitutions des œuvres à l’Afrique, que doit-on mettre au crédit d’Angela Merkel ? Reportage à Stuttgart, auprès de celles et ceux qui raccordent le pays à son histoire.PUBLICITÉ
En mai dernier, l’Allemagne reconnaissait officiellement avoir commis entre 1904 et 1908 un génocide contre les populations Hereros et Namas en Namibie. Entre 75 000 et 100 000 personnes sont mortes, tuées par les colons allemands. Dans un « geste de reconnaissance des immenses souffrances infligées aux victimes », Heiko Maas, le ministre allemand des Affaires étrangères, s’engage alors à verser plus d’1 milliard d’euros d’aides au développement de ce pays d’Afrique australe. Une décision tardive, plus d’un siècle après les faits, qui s’inscrit, tout comme la restitution des œuvres d’art pillés en Afrique, dans une volonté de l’Allemagne de se confronter aux crimes de cette période. En avril dernier, une réunion des conservateurs de musées et des responsables politiques régionaux, à l’initiative de la secrétaire d’État à la Culture Monika Grütters, a effet tranché dans ce sens.
Le Linden-Museum, situé à Stuttgart dans le Bade-Wurtenberg, s’apprête ainsi à restituer, courant 2022, plusieurs bronzes du Bénin au Nigeria, ex-colonie britannique qui avait intégré une partie du royaume du Bénin. « La question n’est pas de savoir si l’Allemagne sera la première. Ce n’est pas une compétition, ce serait triste de l’envisager ainsi », commente Inès de Castro, la directrice du musée. « Les objets de la collection de notre musée appartiennent à la région du Bade-Wurtenberg et à la ville de Stuttgart. Ce sont donc les états fédéraux qui décident de ces restitutions. La politique nationale n’a pas grand-chose à voir là-dedans. Nous discutons donc depuis plusieurs années avec les musées de Hambourg, Berlin, Cologne, Leipzig dans ce sens afin que cela intervienne en 2022 ».
Fondé à l’époque coloniale, le Linden-Museum de Stuttgart est l’un des rares musées ethnologiques en Allemagne à avoir créé un poste permanent de recherche concernant la provenance des œuvres d’art. Dans sa collection, on trouve une soixantaine de ces fameuses plaques et sculptures en métal et en ivoire fabriquées entre le XVIe et XVIIIe siècles qui décoraient le palais royal du Bénin. Pillées par les Britanniques à la fin du XIXe siècle, on les retrouve dans plusieurs musées européens. Les objets détenus par le Linden-Museum ont été majoritairement (91%) acquis entre 1884 et 1920, c’est-à-dire pendant l’époque coloniale. Des militaires censées maintenir l’ordre dans les zones coloniales ont contribué à spolier ces biens, mais également des personnes qui travaillaient dans les colonies pour des raisons économiques ou bien des employés de l’administration locale.
L’ensemble de ces biens spoliés pourrait être exposé au grand musée d’art et d’histoire en construction à Benin City au Nigeria.
« Nous ne parlons pas tellement de l’époque coloniale en Allemagne. Mais petit à petit, le sujet prend de l’importance grâce à des groupes d’activistes qui se battent pour que le pays assume ses responsabilités et puisse faire face à ses identités multiples. Bien sûr, le mouvement Black Lives Matter a joué un rôle dans le fait de réexaminer le récit occidental du colonialisme. Les jeunes, également, veulent comprendre la société dans laquelle ils vivent. Ils prennent conscience de l’existence de l’histoire coloniale allemande », estime Inès de Castro.
Restitution officielle de la bible et du fouet d’Hendrik Witbooi à la Namibie
En 2019, le Land du Bade-Wurtemberg montre la voie, sans attendre la position du gouvernement d’Angela Merkel, en rendant à la Namibie une bible et un fouet ayant appartenu à un certain Hendrik Witbooi. Héros du peuple Nama, il s’était illustré dans les combats contre les troupes coloniales allemandes entre 1893 et 1896. Les deux objets étaient entreposés depuis 1902 au Linden-Museum.
Inès de Castro insiste sur cet aspect : « Bien sûr, il y a une position nationale sur cette question du patrimoine culturel des pays anciennement colonisés. Mais ce sont les régions avec les musées, propriétaires légaux de ces collections, qui doivent décider de ces restitutions, de ce difficile et problématique héritage. C’est une responsabilité commune. Le Bade-Wurtemberg a eu un rôle précurseur et a poussé les autres régions dans ce sens afin que cela devienne une initiative nationale. »
Assumer ses responsabilités
Sur le devoir de mémoire concernant la période coloniale en Afrique, le musée ethnographique de Stuttgart tient à être exemplaire. « Nous avons discuté pendant des années de la Seconde Guerre mondiale, du nazisme, il est temps maintenant de regarder en face les atrocités commises pendant la période coloniale », affirme la directrice du musée.
« Karingana wa karingana » : quand on prononce cette phrase au Mozambique, explique l’un des textes de l’exposition « Where is Africa », le moment est venu pour l’assemblée présente de faire silence, d’écouter attentivement ce qui va être dit.
