Le général soudanais Abdel Fattah al-Burhane a dissous, la veille, les autorités du gouvernement de transition – dont la quasi-totalité des membres civils est déjà aux mains de l’armée. L’état d’urgence a été décrété alors que des tirs ont fait sept morts et 140 blessés parmi les milliers de manifestants pro-démocratie.
Le coup d’État, dénoncé par la communauté internationale, s’est déroulé en plusieurs étapes. Le Premier ministre Abdallah Hamdok, son épouse, nombre de ses ministres et tous les membres civils du Conseil de souveraineté – plus haute autorité de la transition – ont été arrêtés par des militaires.

Le texte ne prévoit plus, comme un premier projet de déclaration l’incluait, de dénonciation du coup d’État “dans les termes les plus forts” mais garde une condamnation du putsch, a précisé à l’AFP un diplomate. Reste à savoir si la Russie, qui ne s’était pas jointe lundi à la réprobation unanime de ses partenaires internationaux, acceptera de conserver ce terme dans un texte commun.
