La République démocratique du Congo, l’Angola et le Rwanda, trois pays frontaliers représentés particulièrement par leurs chefs d’États respectifs ont pris par à l’achèvement du sommet de Luanda en Angola . Dans cette occasion, Félix Thsisekedi de la RDC , Paul Kagame du Rwanda et Lourenço de l’Angola se sont exprimés à l’après-midi de ce mardi , l’un après l’autre, devant des journalistes et des invités .
Ce sommet visait selon la présidence dans son compte Twitter , à la restauration de la confiance entre les congolais et les Rwandais.
Selon la même source, la tripartite a notamment décidé d’un processus de désescalade entre la RDC et le Rwanda pour la paix durable . Cependant, cet objectif se fera graduellement via une feuille de route dite de “Luanda” alors que, celle-ci est axée sur la relance de la commission mixte RDC-RWANDA qui ne s’était plus réunie depuis plusieurs années à causes des tensions entre deux pays .
« Cette commission va tenir sa première rencontre le 12 juillet prochain à Luanda en Angola. La feuille de route stipule notamment une volonté de normalisation des relations diplomatiques entre Kinshasa et Kigali . Celle-ci (commission, Ndlr) prévoit aussi la cessation immédiate des hostilités et le retrait immédiat et sans condition du M23 de ses positions en République démocratique du Congo », renseigne la présidence.
Par ailleurs, la même feuille de route stipule que toute exploitation des ressources naturelles doit se faire dans le strict respect de la souveraineté des Etats.
A l’issue de la rencontre, le président Angolais João Lourenço s’est exprimé en ces termes :
«Je suis heureux d’annoncer que nous avons fait des progrès, puisque nous avons convenu d’un cessez-le-feu », a-t-il déclaré.
Selon la presse Rwandaise, la feuille de route convenue à Luanda, il y a quelques heures pour désamorcer les hostilités, comprend la résolution de la question des “FDLR” tandis que la question du M23 doit être traitée au niveau national dans le cadre du processus de Nairobi.
A en croire le chef de l’état Félix Thsisekedi, il est nécessaire d’avancer pour sortir de la crise et restaurer la confiance entre les dirigeants politiques, comme une manière d’envisager l’avenir de la RDC et du Rwanda, en particulier, et de la région en général.
Ce sommet intervient dans un contexte où, Kinshasa accuse Kigali, de soutenir les rebelles du M23 en étant sur le front contre les militaires congolais dans la cité de Bunagana ou encore, en territoire de Rutshuru au Nord-Kivu, depuis de nombreuses semaines maintenant . Signalons que ces allégations sont niées par les autorités du Rwanda qui , à leur tour pointent du doigt à l’armée congolaise et le mouvement armé “ FDLR” de bombardements dans plusieurs parties de leur pays .
Dans le même registre, le président Paul Kagame du Rwanda qui s’est , exprimé il y a quelques jours à propos de ce conflit avait rappelé à son homologue Félix Thsisekedi, de gérer personnellement les problèmes qui sévissent dans l’Est de la RDC au lieu de taxer son pays qu’il qualifie, d’innocent de tout ce qui se passe dans la province de Nord-Kivu . Rappelons aussi que l’ambassadeur du Rwanda à Kinshasa était sous pression de faire sa valise pour quitter le territoire congolais, le gouvernement Sama Lukonde qui lui avait convoqué , l’avait fait part de sa totale désapprobation du comportement de son pays contre la RDC .
