Selon les informations qui nous sont parvenues,le quartier de Kangondo en plein Kigali est encerclé depuis ce matin par pres d’une dizaine de camions policiers ayant pour mission d’expulser les habitants par la force. Aucune personne n’est pour le moment autorisé à y entrer ou à en sortir.
Il pourrait s’agir du point d’orgue d’une affaire qui dure depuis plus de 5 ans et qui oppose les habitants de ce quartier pauvre de Kigali aux autorités.
Dans le cadre d’un master plan, visant à détruire les habitations les plus modestes de certains quartiers de Kigali,la ville avait demandé aux habitants de certains quartiers (dont Kangondo) de quitter leurs maisons.
Les habitants avaient accepté à condition d’être indemnisé correctement conformément à la loi sur les expropriations.
Mais en 2019, alors que les négociations étaient en cours , les autorités ont changé de discours et ont obligé les habitants à détruire leurs propres maisons au motif qu’elles seraient construites dans des zones marécageuses et que les autorités entendaient leur « sauver la vie » en leur demandant d’évacuer au plus vite.
Certains se sont exécutés donnant lieu à des images qui avaient choqué l’opinion (des familles dormant sous la pluie devant les décombres de leur propre maison .)

D’autres avaient refusé de s’exécuter et en avril 2020, pendant que le monde était focalisé sur le Covid , des militaires avaient débarqué et avaient indistinctement violé plusieurs femmes parfois devant leurs maris qui se faisaient torturer.
L’histoire avait connu une certaine accalmie après que le journaliste Cyuma Hassan Dieudonné (depuis lors emprisonné) ait dénoncé les faits via des reportages sur YouTube (extraits sous titrés en français dans le précédent lien).

Depuis quelques jours les autorités semblent décider à en finir (malgré que l’affaire est en justice , une décision n’était attendue pour fin septembre), plusieurs habitants disent craindre pour leur intégrité physique ou leur vie.
Jean de Dieu Shikama, l’un des leaders a été emprisonné la semaine passée pour « minimisation du génocide » apres avoir tiré la sonnette d’alarme dans un audio circulant sur whatts app dans lequel il disait craindre un « génocide » contre les habitants.
Ce matin, c’est un autre habitant du quartier , Jean de Dieu Ihorahabona qui a été convoqué par le RIB, la très redoutée police judiciaire rwandaise.
