Paris appelle ce mardi 20 février 2024 le Rwanda “à cesser tout soutien” aux rebelles du M23 œuvrant sur le territoire de la RD Congo, dénonçant les violences contre les populations civiles dans le Nord-Kivu, “et en particulier autour de Goma et de Saké”. Les États-Unis ont quant à eux appelé Rwanda et RD Congo à “s’éloigner d’un risque de guerre”.

La France a dénoncé,“les atteintes à l’intégrité territoriale” de la RD Congo et les violences contre les populations civiles dans l’est du pays, en appelant le Rwanda de Paul Kagame  “à cesser tout soutien” aux rebelles du M23 et “à se retirer du territoire congolais”.

“La France est très préoccupée par la situation dans l’est du Congo, dans le Nord-Kivu et en particulier autour de Goma et de Saké. Les atteintes à l’intégrité territoriale de la RD Congo et la situation des populations civiles sont inadmissibles”…. “La France condamne la poursuite des offensives du M23 avec le soutien du Rwanda, et la présence des forces rwandaises sur le territoire congolais”…. “cessez le combat immédiatement”.
“Nous appelons le Rwanda à cesser tout soutien au M23 et à se retirer du territoire congolais”, insiste le ministre des affaires étrangère, avant d’appeler “l’ensemble des groupes armés à mettre un terme aux violences”.

Intensification des combats

De leur côté, les États-Unis ont appelé mardi, lors d’une réunion du Conseil de sécurité de l’ONU, le Rwanda et la RD Congo à “s’éloigner d’un risque de guerre”, après une escalade de la violence dans l’est du pays.

“La communauté internationale doit prendre des mesures immédiates pour mettre un terme aux combats dans l’est de la RD Congo et permettre une désescalade des tensions entre la RD Congo et le Rwanda”, a déclaré l’ambassadeur américain adjoint à l’ONU Robert Wood.

Depuis plusieurs jours, les combats opposant le M23 (“Mouvement du 23 mars”), appuyé par l’armée rwandaise, aux forces gouvernementales congolaises se sont intensifiés au niveau de Saké, localité située à une vingtaine de kilomètres à l’ouest de la capitale provinciale, Goma.

Le M23 est un groupe rebelle composé majoritairement de Tutsis. Il a repris les armes fin 2021 après plusieurs années de sommeil et s’est emparée depuis de vastes pans du Nord-Kivu.

La RD Congo accuse le Rwanda et ses “supplétifs” du M23 de vouloir faire main basse sur les minerais de l’Est congolais. Le M23 affirme pour sa part défendre une frange menacée de la population et réclame des négociations, que Kinshasa refuse, excluant de discuter avec des “terroristes”.
