Le plan d’aide à l’Ukraine voté samedi par la Chambre des représentants des États-Unis montre que l’Ukraine ne sera pas “un deuxième Afghanistan”, a assuré le président ukrainien Volodymyr Zelensky dans l’émission “Meet the press” diffusée dimanche sur la chaîne NBC. Cette déclaration intervient après l’adoption la veille d’un plan d’aide américain à l’Ukraine de près de 61 milliards de dollars.
“Cette aide renforcera l’Ukraine et enverra au Kremlin le signal fort qu’il ne s’agira pas d’un deuxième Afghanistan”, pays ravagé par des décennies de conflit, a déclaré le président ukrainien dans l’émission “Meet the press”.

Après de longues et laborieuses tractations, la Chambre américaine des représentants a adopté samedi un plan d’aide à l’Ukraine soutenu par des élus des deux bords.
Près de 61 milliards de dollars, soit la majorité des fonds approuvés, sont consacrés à la guerre en Ukraine. Une enveloppe réclamée depuis des mois par Volodymyr Zelensky.
À la suite du vote, le président ukrainien avait salué une assistance qui “sauvera des milliers de vies”.
Comparaison avec l’invasion soviétique de l’Afghanistan
L’armée soviétique avait envahi l’Afghanistan en 1979 pour ne s’en retirer qu’en 1989, au terme d’un conflit de plus de neuf ans extrêmement meurtrier. Dans la foulée des attentats du 11 septembre 2001, les États-Unis ont lancé une intervention militaire dans ce pays qui s’est soldée par un retrait fin août 2021, après près de 20 ans.
“Pas dans six mois”
Dimanche, le président ukrainien a également déclaré qu’une partie de ses troupes étaient “épuisées” et devaient être remplacées. “Mais ces nouveaux soldats doivent avoir du matériel”, a-t-il ajouté.
Principal soutien militaire de l’Ukraine, les États-Unis n’avaient pas adopté de grande enveloppe pour leur allié depuis près d’un an et demi, principalement en raison du blocage d’une frange des républicains au Congrès.
Ce retard s’est notamment traduit par un manque d’obus d’artillerie, essentiels face aux troupes russes plus nombreuses et mieux armées.
Le plan d’aide adopté par la Chambre des représentants commencera à être examiné mardi par le Sénat puis devra être signé par le président Joe Biden, qui a salué samedi une “aide cruciale”.
“Nous voulons que ça aille aussi vite que possible pour avoir une aide concrète pour les soldats sur la ligne de front dès que possible. Pas dans six mois”, a conclu dimanche Volodymyr Zelensky.
Le jour même, le ministère ukrainien de la Défense a annoncé que sa marine avait frappé un navire de sauvetage de sous-marins de la flotte militaire russe de mer Noire, dans la péninsule de Crimée annexée.
“Aujourd’hui, la marine ukrainienne a touché le navire de sauvetage russe Kommouna (…) La nature des dommages est en cours de vérification”, a précisé le ministère.
