According to the information that has reached us, the Kangondo neighborhood in the heart of Kigali has been surrounded since this morning by nearly a dozen police trucks whose mission is to evict the inhabitants by force. No one is currently allowed to enter or leave it.
This could be the culmination of a case that has lasted for more than 5 years and which opposes the inhabitants of this poor neighborhood of Kigali to the authorities.
As part of a master plan, aimed at destroying the most modest homes in some neighborhoods of Kigali, the city of Kigali had asked the inhabitants of certain neighborhoods (including Kangondo) to leave their homes.
The residents agreed on the condition that they be properly compensated in accordance with the Expropriations Act.
But in 2019, while negotiations were ongoing, the authorities changed their narrative and forced residents to destroy their own homes on the grounds that they would be built in swampy areas and that the authorities intended to “save their lives” by asking them to evacuate as soon as possible.
Some executed resulting in images that shocked the public (families sleeping in the rain in front of the rubble of their own homes.)

Others had refused to comply and in April 2020, while the world was focused on Covid, soldiers had landed and indiscriminately raped several women sometimes in front of their husbands who were being tortured.
The story had experienced a certain lull after the journalist Cyuma Hassan Dieudonné (since imprisoned) denounced the facts via online reports through YouTube channel (extracts subtitled in French in the previous link).

In recent days the authorities seem to decide to end it (although the case is in court, a decision was not expected by the end of September), several residents say they fear for their physical integrity or their lives.
Jean de Dieu Shikama, one of the leaders, was imprisoned last week for “minimizing genocide” after sounding the alarm in an audio circulating on whatts app in which he said he feared a “genocide” against the inhabitants.
This morning, another resident of the neighborhood, Jean de Dieu Ihorahabona, was summoned by the RIB, the dreaded Rwandan judicial police.
