Denis Mukwege, Prix Nobel de la paix 2018 demande au Conseil de sécurité de l’ONU de suspendre et revoir le plan conjoint du retrait de la MONUSCO de la RDC. Dans une lettre ouverte adressée au Conseil de sécurité, il justifie sa demande par la détérioration de la situation sécuritaire et humanitaire et à l’escalade des violences armées et ses effets sur la population du Nord-Kivu.
Selon l’esprit du document en notre possession, le retrait précipité des casques bleus et de la brigade d’intervention risque de laisser un vide sécuritaire, désastreux pour la protection des civils et la stabilité au pays.
Il a plutôt invité le Conseil de sécurité à reconfigurer le mandat et la présence de la MONUSCO en RDC, afin de réunir les conditions d’un retrait responsable et durable, une fois que l’Etat se sera doté d’institutions opérationnelles, professionnelles et redevables dans le domaine de la sécurité et de la justice.
Dans cette correspondance signée le 5 mars, Denis Mukwege a insisté sur le fait que la guerre d’agression que subit la RDC viole les principes d’intégrité et de souveraineté du pays et risque d’embraser toute la sous-région des Grands lacs africains si rien n’est fait.Le prix Nobel de paix 2018 a également rappelé les violations massives des droits humains et du droit international humanitaire qui accompagnent cette crise sécuritaire dans l’Est de la RDC.
Il a cité entre autres, le recrutement des enfants dans les groupes armés, violences sexuelles et autre commission des crimes internationaux. Selon lui, ces crimes doivent être punis et toutes les responsabilités, établies, pour prévenir la répétition des violations du droit international.
« Des sanctions fortes et des mesures immédiates doivent être prises afin que le Rwanda cesse son soutien au M23 et retire ses troupes du territoire congolais afin de favoriser la désescalade de la crise, taire les armes dans les Kivu, et la tragédie humanitaire » a insisté Denis Mukwege.
