Paris calls on Rwanda on Tuesday, February 20, 2024 “to cease all support” to the M23 rebels working on the territory of DR Congo, denouncing the violence against the civilian population in North Kivu, “and in particular around Goma and Saké”. The United States, for its part, called on Rwanda and Congo to “move away from a risk of war.“
France denounced “the attacks on the territorial integrity” of DR Congo and violence against civilian populations in the east of the country, calling on Paul Kagame’s Rwanda “to cease all support” to the M23 rebels and “to withdraw from Congolese territory”.
“France is very concerned about the situation in eastern Congo, in North Kivu and in particular around Goma and Saké. The attacks on the territorial integrity of the DR Congo and the situation of the civilian population are unacceptable.” “France condemns the continuation of the M23 offensives with the support of Rwanda, and the presence of Rwandan forces on Congolese territory.” “Cease the fight immediately.” “We call on Rwanda to stop all support for the M23 and to withdraw from Congolese territory,” the foreign minister insisted, before calling on “all armed groups to put an end to the violence”.
Intensified fighting
For its part, the United States called on Rwanda and Congo to “move away from a risk of war” after an escalation of violence in the east of the country at a meeting of the UN Security Council on Tuesday.
“The international community must take immediate action to end the fighting in eastern Congo and allow for a de-escalation of tensions between Congo and Rwanda,” said Deputy U.S. Ambassador to the UN Robert Wood.
For several days, fighting between the M23 (“March 23 Movement”), supported by the Rwandan army, and Congolese government forces has intensified in Saké, a town located about 20 kilometres west of the provincial capital, Goma.The M23 is a rebel group composed mainly of Tutsis. It took up arms again at the end of 2021 after several years of dormancy and has since seized large swathes of North Kivu.
Congo accuses Rwanda and its M23 “auxiliaries” of trying to get their hands on eastern Congolese minerals. The M23, for its part, claims to defend a threatened fringe of the population and calls for negotiations, which Kinshasa refuses, ruling out talks with “terrorists”.
