The Rwanda Patriotic Front (RPF), the Rwandan ruling party, is a political organization with a very confused and obscure nature. Legally speaking, the grouping is structurally organized and registered as a political party in accordance with the law governing political parties in Rwanda. To understand this clearly, Kagame, speaking to students and researchers at Harvard University, said that “Rwanda does not follow a rulebook, it follows choices”. While, formally, the Constitution is the highest motherland law and Kagame being supreme magistrate of the Republic, however, he threatens Rwandans to serve them with two types of judicial systems: justice as provided by the books of law and unwritten justice that kills the “traitor” in broad daylight.
From the above, anyone can therefore understand the hidden modus operandi in the rulership philosophy that forms the basis of the RPF functioning: ” join the family or die “. In this logic, one, now, understands why the elections in Rwanda are boosted as a “wedding day”. This means that RPF members (not forget that RPF considers itself a shelter setting for all Rwandans, willingly or unwillingly) must renew their demonstration of loyalty to the “Chief”. Contrary to democratic practices, during elections, candidates are believed to commit themselves to remain or be loyal to their people. In Rwanda, it is absolutely the opposite.
To challenge external criticisms against this kind of governance model, RPF leaders call it the “Rwandan distinctiveness” (ubudasa bw’u Rwanda). However, previous regime behaved the same way. The MRND was designed like a boat and all Rwandans, without free choice, were summoned on board. While Habyarimana was proclaimed an MRND’s candidate in elections that were meant to be organized following the 1993 Arusha Peace Agreement, his supporters, that time, made a slogan repeated today by RPF fanatics “our fiancée”. The only difference is that Habyarimana was unable to choose his groomsmen.
