L’ambassadeur américain à Kaboul et un général sont les derniers Américains à avoir quitté l’Afghanistan. Après cette annonce, des coups de feu ont retenti de différents postes de contrôle des talibans. « Nous avons à nouveau fait l’histoire. Les vingt années d’occupation de l’Afghanistan par les États-Unis et l’Otan se sont achevées ce soir », a déclaré sur Twitter Anas Haqqani, un responsable du mouvement islamiste.

Le retrait militaire de Washington s’est donc achevé 24 heures avant la fin de la journée du 31 août, échéance fixée par le président Joe Biden pour retirer les dernières forces américaines d’Afghanistan où elles étaient entrées en 2001 après le refus des talibans de livrer le chef d’al-Qaïda, Oussama ben Laden, après les attentats du 11-Septembre. Deux décennies plus tard, les talibans ont profité du retrait progressif des Américains ces derniers mois et de l’effondrement des forces de sécurité afghanes pour entrer dans Kaboul le 15 août et reprendre le pouvoir, après une offensive militaire éclair.
123 000 personnes évacuées
Le retour des islamistes au pouvoir a obligé les Occidentaux à évacuer, dans la précipitation, depuis l’aéroport de Kaboul leurs ressortissants et des Afghans susceptibles de subir des représailles pour avoir travaillé pour les forces étrangères. Ce gigantesque pont aérien, commencé le 14 août, a permis d’exfiltrer plus de 123 000 personnes, selon les derniers chiffres communiqués par le Pentagone. « Si les évacuations militaires sont terminées, la mission diplomatique pour s’assurer que davantage de citoyens américains et d’Afghans éligibles voulant partir, continue », a indiqué le général Kenneth McKenzie.

Joe Biden a justifié sa décision de retirer les troupes américaines par son refus de faire perdurer plus longtemps cette guerre et par le fait que leur mission avait été accomplie avec la mort de Ben Laden, tué par les forces spéciales américaines en 2011 au Pakistan.
Le secrétaire d’État, lui, a dessiné les lignes de la future position américaine vis-à-vis de l’Afghanistan. « Un nouveau chapitre de notre relation avec l’Afghanistan commence. Un chapitre que nous souhaitons mener grâce à notre diplomatie. L’opération militaire est finie, mais une nouvelle mission diplomatique commence. Désormais, tout contact avec le gouvernement des talibans à Kaboul sera dicté par une condition et une seule : notre intérêt national. Si nous pouvons travailler avec le nouveau gouvernement afghan de façon à protéger cet intérêt national et permettre d’assurer la stabilité de la région, nous le ferons. Mais nous ne le ferons pas sur la base de la confiance. Chaque initiative dépendra de ce que le gouvernement taliban fait, et non ce qu’il dit. Les talibans veulent une légitimité et ont besoin de soutien. Notre message, c’est que toute légitimité et tout soutien doivent se mériter », a énoncé Anthony Blinken.
Lors de leur précédent passage au pouvoir entre 1996 et 2001, les talibans avaient imposé une version ultra-rigoriste de la loi islamique. Les femmes ne pouvaient ni travailler ni étudier, voleurs et meurtriers encouraient de terribles châtiments. Les islamistes se sont efforcés, depuis leur retour au pouvoir, d’afficher une image d’ouverture et de modération qui laisse néanmoins sceptiques de nombreux pays et observateurs.
Mais, comme bien d’autres, le représentant républicain de l’Illinois, Adam Kinzinger, qui a lui-même servi comme soldat en Afghanistan, ne se fait guère d’illusion sur le visage des talibans nouvelle génération : « Je sais que la bonne attitude, la bonne volonté que les talibans ont affichée va disparaître bientôt. Et donc, ce sont des sentiments un peu mêlés. J’espère me tromper et j’espère que nous aurons cette relation magique avec des talibans plus libéraux, qui vont donner des droits aux femmes et ne pas se venger de ceux qui les ont combattus. Je l’espère vraiment. Mais, malheureusement, je ne crois pas que cela va arriver. »
Vingt ans de conflit
« Les talibans vont payer le prix », c’est ainsi que George W. Bush avait lancé, le 7 octobre 2001, les États-Unis dans leur plus longue guerre, écrit notre correspondante à New York, Loubna Anaki. Et, en définitive, la guerre se termine comme elle a commencé : avec les talibans au pouvoir.
Qui sont les talibans ?
Leur nom vient du mot « talib », qui signifie « étudiant ». C’est en effet dans les écoles coraniques pakistanaises que des Afghans de l’ethnie pachtoune ont formé ce mouvement politico-religieux fondamentaliste.
Les talibans prennent une première fois le pouvoir en 1996. Le pays devient un repaire jihadiste d’où al-Qaïda organise les attentats du 11 septembre 2001 aux États-Unis.
