Le président turc Recep Tayyip Erdogan a déclaré, samedi 23 octobre, que les ambassadeurs de dix pays dont la France, l’Allemagne et les États-Unis qui ont lancé un appel en faveur de la libération de l’opposant Osman Kavala seront déclarés comme “persona non grata”.
“J’ai ordonné à notre ministre des Affaires étrangères de régler au plus vite la déclaration de ces 10 ambassadeurs comme personae non gratae”, a affirmé le chef de l’État lors d’un déplacement dans le centre de la Turquie, sans préciser la date à laquelle les diplomates devront partir.
Ces ambassadeurs “doivent connaître et comprendre la Turquie”, a affirmé Recep Tayyip Erdogan en les accusant “d’indécence”. “Ils devront quitter” le pays “s’ils ne le connaissent plus”, a-t-il ajouté.
Mesure rare dans les relations internationales, déclarer “personae non gratae” des diplomates ouvre la voie à leur expulsion ou leur rappel par leur propre pays.
“Du matin au soir ils (les diplomates) répètent : Kavala, Kavala… Mais celui dont vous parlez, Kavala, c’est l’agent de Soros en Turquie”, a affirmé le président durant une réunion publique, faisant une nouvelle fois référence au milliardaire américain d’origine hongroise George Soros auquel il compare régulièrement l’opposant.

Dans un communiqué publié lundi soir, le Canada, la France, la Finlande, le Danemark, l’Allemagne, les Pays-Bas, la Nouvelle-Zélande, la Norvège, la Suède et les États-Unis avaient appelé à un “règlement juste et rapide de l’affaire” Osman Kavala, homme d’affaires et mécène turc devenu une bête noire du régime, emprisonné depuis quatre ans sans jugement. Dès le lendemain, ils avaient été convoqués au ministère des Affaires étrangères, les autorités turques jugeant “inacceptable” leur démarche.
Le chef de l’État turc avait menacé jeudi d’expulser ces ambassadeurs, sans cependant prendre de mesures concrètes dans ce sens. Il avait déclaré ce même jour que les ambassadeurs réclamant la libération de l’homme d’affaires ne demanderaient pas celle de “bandits, d’assassins et de terroristes” dans leur propre pays.
Dans une déclaration écrite, Osman Kavala a jugé vendredi que cela n’aurait “aucun sens” pour lui d’assister à son futur procès en raison de l’impossibilité d’obtenir une procédure équitable à la suite de récentes déclarations de Recep Tayyip Erdogan.
Parmi les premiers pays à réagir, samedi soir, la Suède, la Norvège, le Danemark et les Pays-Bas ainsi que l’Allemagne ont fait savoir qu’ils n’avaient reçu aucune notification officielle concernant leurs ambassadeurs respectifs à ce stade.
“Notre ambassadeur n’a rien fait qui puisse justifier l’expulsion”, a indiqué une porte-parole du ministère norvégien des Affaires étrangères, Trude Måseide, citée par l’agence de presse NTB, ajoutant que son pays “continuera d’exhorter la Turquie à adhérer aux normes démocratiques”.
“Nous sommes actuellement en consultation intensive avec les neuf autres pays concernés”, a, de son côté, annoncé le ministère allemand des Affaires étrangères. Plusieurs parlementaires néerlandais ont réagi sur les réseaux sociaux.

“À juste titre, l’ambassadrice néerlandaise en Turquie a, entre autres, appelé à mettre en oeuvre les arrêts de la Cour européenne des droits de l’homme. Désormais, les 27 pays de l’UE doivent se rallier à cela”, a tweeté la parlementaire travailliste Kati Piri.
En 2019, la Cour européenne des droits de l’Homme (CEDH) avait estimé que la détention de l’homme d’affaires ne reposait sur aucune preuve et avait un caractère politique. Elle avait réclamé sa libération immédiate, une décision ignorée par la Turquie.
Âgé de 64 ans, Osman Kavala, opposant et figure majeure de la société civile, est accusé depuis 2013 par le régime du président Erdogan de chercher à déstabiliser la Turquie. Il est notamment en ligne de mire pour avoir soutenu en 2013 les manifestations antigouvernementales connues sous le nom de mouvement de Gezi. Puis il a été accusé d’avoir cherché à “renverser le gouvernement” lors de la tentative de coup d’État de 2016.
Osman Kavala, qui a toujours nié les charges pesant contre lui, restera en prison au moins jusqu’au 26 novembre, date de la prochaine audience judiciaire le concernant, selon la décision d’un tribunal d’Istanbul.
Le Conseil de l’Europe a récemment menacé la Turquie de sanctions, qui pourront être adoptées lors de sa prochaine session (30 novembre au 2 décembre) si l’opposant n’est pas libéré d’ici là.
