La majorité des plus fidèles collaborateurs du président burundais, Évariste Ndayishimiye, porté au pouvoir en mai 2020, sont des militaires. Comme Évariste Ndayishimiye qui lui a succédé en mai 2020, la plupart ont d’ailleurs accompagné au plus près l’ancien chef de l’État – décédé en juin 2020 –, pour former au fil de ses quinze années de règne une caste de « généraux » qui accaparent les postes de pouvoir dans le pays. C’est en son sein que se trouvent aujourd’hui les meilleurs soutiens de l’actuel président, ainsi que ses seuls véritables adversaires, comme le Premier ministre Alain-Guillaume Bunyoni. Face à ceux qui goûtent assez peu sa décision de plus en plus affichée de renforcer la lutte contre la corruption pour séduire la communauté internationale, Ndayishimiye sait pouvoir compter sur son premier cercle.

« Ce n’est pas véritablement un homme de réseau », prévient un diplomate en poste à Bujumbura. Ou alors d’un seul, celui du CNDD-FDD qu’il a repris en main de 2015 à janvier 2021, et où il recrute ceux qui l’entourent, par amitié sincère, carriérisme, opportunisme ou par simple discipline de parti. Maquisards d’hier, civils et administrateurs d’aujourd’hui… tous sont au service d’un CNDD-FDD plus puissant et mystérieux que jamais.
