Réélu pour cinq années supplémentaires, Emmanuel Macron doit désormais répondre aux attentes d’une société nettement divisée. Législatives de juin, pouvoir d’achat, santé, réforme des retraites, urgence climatique : les défis sont nombreux pour un président de la République qui a promis une “méthode refondée” pour gouverner la France.
Après un premier quinquennat d’Emmanuel Macron marqué par la crise des Gilets jaunes et la pandémie de Covid-19, la carte des résultats du scrutin de dimanche dessine deux France : d’un côté, les grandes métropoles, les classes moyennes supérieures et les retraités ayant voté Macron ; de l’autre, une France plus populaire, se sentant souvent exclue, particulièrement dans le Nord-Est et le pourtour méditerranéen, ayant voté Le Pen.
Confronté à cette France divisée, le chef de l’État doit rebâtir la cohésion sociale. Après la perte de deux millions de voix entre les seconds tours de 2017 et 2022, et face à un taux d’abstention record lors du scrutin de dimanche (28 %), Emmanuel Macron a promis une “méthode refondée” pour être le “président de tous”. Mais les défis qui l’attendent sont nombreux.
- Les législatives dans sept semaines
Dans un premier temps, le président fraîchement réélu devra affronter les élections législatives des 12 et 19 juin. Sur fond de recomposition du spectre politique, l’objectif pour le camp Macron est d’organiser une nouvelle majorité et de s’assurer de sa solidité.
Avec un score de 41,5 % des voix au second tour de la présidentielle, Marine Le Pen nourrit l’espoir d’obtenir “un grand nombre de députés” en réunissant les forces opposées au chef de l’État.
À gauche, après des débuts prometteurs, les négociations pour l’union en vue des législatives patinent entre La France insoumise, Europe Écologie-Les Verts et le Parti communiste. Les socialistes ont finalement réussi à entrer dans la danse : une rencontre avec les Insoumis est programmée mercredi.
- La baisse du pouvoir d’achat
Alors que Marine Le Pen avait fait du pouvoir d’achat des Français un des thèmes centraux de sa campagne, Emmanuel Macron a de son côté évoqué le 13 avril sur TF1 “une loi exceptionnelle pour le pouvoir d’achat” dont l’objectif est de réindexer toutes les retraites sur l’inflation et d’alléger les charges pour les indépendants.
Il faut “répondre au message de colère, d’inquiétude de millions de Français qui disent ‘Je ne m’en sors pas'”, a affirmé de son côté le ministre de l’Économie Bruno Le Maire lundi sur franceinfo, confirmant que le bouclier sur les tarifs du gaz serait “maintenu jusqu’à la fin de l’année 2022”, et que le gouvernement travaillait pour “l’été” à un dispositif d’aide ciblant les gros rouleurs.
- L’hôpital sous tension
Plans blancs, lits fermés, services en sursis : les signaux d’alerte se multiplient à l’hôpital, où les pénuries d’effectif aggravées par la grippe et le Covid-19 ne laissent pas de répit en attendant la “grande conférence” sur la santé promise par Emmanuel Macron. Après deux années de crise sanitaire, et malgré les hausses de salaire sans précédent du “Ségur de la santé”, le secteur souffre plus que jamais d’un manque criant de bras.
“L’urgence, c’est maintenant”, souligne Didier Birig, secrétaire fédéral de FO-Santé, “prêt à se remettre autour de la table” pour négocier de nouvelles revalorisations et des ratios de soignants dans tous les services.
Son homologue de la CGT, Mireille Stivala, veut aussi des discussions “immédiates” pour relever les salaires des soignants “au moins au niveau des pays voisins”, mais aussi garantir un “départ anticipé à la retraite” pour ces “métiers pénibles”.
- Une réforme des retraites minée
Le chef de l’État avait défendu lors de la campagne de 2017 une réforme des retraites visant à instaurer un système universel et à supprimer les régimes spéciaux mais ce projet, qui a entraîné un mouvement social d’ampleur fin 2019-début 2020, a été reporté sine die au moment de la crise sanitaire, avant d’être définitivement abandonné. Au tout début de la campagne de l’entre-deux-tours, Emmanuel Macron s’est déclaré ouvert à la discussion sur son projet de réforme, tout en maintenant que celui-ci était indispensable.
“La CGT saura rapidement rappeler au président et à son nouveau gouvernement qu’il existe une opposition majoritaire à ses projets, notamment d’allongement de l’âge de la retraite à 65 ans, rejeté par près de 70 % de la population”, a averti la centrale de Montreuil. De son côté, le ministre de l’Économie Bruno Le Maire n’a pas exclu lundi matin un éventuel recours au 49-3 pour faire adopter la réforme.
- L’urgence climatique
Après une campagne de premier tour dont l’environnement et le climat ont été quasi absents, Emmanuel Macron a joué dans l’entre-deux-tours la carte écologique. Il s’est engagé à aller “deux fois plus vite” pour réduire les émissions de gaz à effet de serre – de 40 % d’ici à 2030 par rapport à 1990 –, mais les défenseurs du climat attendent des actes.
Sur le plan énergétique, il entend réaliser, grâce à la planification, “un effort sans précédent de sobriété, pour baisser de 40 % notre consommation d’ici 2050”. Son programme s’appuie largement sur le nucléaire pour décarboner la production d’électricité, avec la construction de 6 à 14 réacteurs de nouvelle génération (EPR). Il promet également l’implantation de 50 parcs éoliens en mer d’ici à 2050 et de décupler la puissance solaire.
Parmi les autres objectifs annoncés, la rénovation énergétique de 700 000 logements par an, un renforcement des infrastructures cyclables, une offre de location de véhicules électriques et hybrides à moins de 100 euros par mois, et une “troisième révolution agricole”.
Par ailleurs, la pollution de l’air, responsable de 40 000 morts prématurées par an en France, a été largement absente de la campagne. “Pour l’instant, on n’a rien qui nous prouve qu’Emmanuel Macron numéro deux va être meilleur qu’Emmanuel Macron numéro un”, souligne Jean-François Julliard, représentant de Greenpeace France. “On jugera sur pièce.”
