Tito Rutaremara et Paul Kagame rappellent le roman Frankenstein de l’auteure anglaise Mary Shelley. L’histoire est celle d’un homme qui a construit un monstre ressemblant à un humain dans son laboratoire. Le résultat a été désastreux à la fois pour le monstre et pour la personne qui l’a construit.
Le monstre est d’abord chaleureux et gentil, cherchant à apprendre. Mais après que le monstre ait été rejeté, abandonné et maltraité par son créateur et la société, le monstre se tourne vers la vengeance. En se vengeant, le monstre élimine tout espoir de rejoindre un jour la société humaine.
Bientôt, la vengeance consume également l’homme qui a construit le monstre. La principale victime de la vengeance du monstre est, en fait, l’homme qui l’a construit. Le monstre assassine les proches de son créateur. En fin de compte, la vengeance transforme à la fois le créateur et le monstre en victimes.
Selon Tito Rutaremara, il n’y a qu’une seule personne au Rwanda qui soit visionnaire, organisée et capable de sauver le pays : Kagame. En disant cela, Rutaremara s’attribue le mérite bien mérité d’avoir créé un monstre.
Nous pouvons citer cinq moments historiques où Rutaremara a perfectionné sa création.
- Les premières années d’autoritarisme effréné et la mort mystérieuse de nombreux dirigeants du Front patriotique rwandais (FPR), 1990-1994. Tito Rutaremera était le mobilisateur en chef qui soutenait pleinement son monstre sans poser de questions. La mort mystérieuse de l’ensemble de la direction militaire du FPR en 1990 a eu lieu sous la surveillance de Rutaremara. Rutaremera a été secrétaire général du FPR de 1987 à 1993.
- L’humiliation et la destitution du président Pasteur Bizimungu, 1997-2000. C’était l’époque où Rutaremara était le plus haut dirigeant intellectuel du FPR à l’Assemblée nationale de transition, prônant le contrôle total de Kagame et la destitution du président Bizimungu. Lorsque le vice-président de l’époque, Kagame, s’est autoproclamé président du FPR et a réduit le président Bizimungu au rang d’adjoint de Kagame, Rutaremara a applaudi et comploté.
- La rédaction de la constitution, 2000-2003. La Constitution rwandaise de 2003 a été le chef-d’œuvre de Rutaremara. Rutaremara était le président de la Commission juridique et constitutionnelle qui a rédigé la constitution. La constitution a confié à Kagame toutes les branches du gouvernement, tuant ainsi toute notion de séparation des pouvoirs entre l’exécutif, le législatif et le judiciaire. Kagame nommerait et révoquerait désormais tous les fonctionnaires rwandais. Rutaremara a fait de Kagame le roi du Rwanda.
- La manipulation médiatique de la propriété de deux avions d’affaires de Bombardier d’une valeur de 100 millions de dollars américains, 2010. Lorsque l’histoire des avions de Kagame a été divulguée, Kagame s’est rendu à Rutaremara pour expliquer la corruption financière et morale. Rutaremara a d’abord menti au monde en disant que les deux Bombardier Global Express, d’une valeur de 50 millions de dollars américains chacune, appartenaient à un personnage appelé Manasseh Nshuti. L’histoire a rapidement changé pour la propriété du FPR – Kagame, le président, affrète l’avion de Kagame, le président du FPR et de son empire commercial de 500 millions de dollars, Crystal Ventures Ltd.
- L’amendement constitutionnel qui a supprimé la limitation du nombre de mandats présidentiels de la constitution rwandaise, 2015. En tant que membre le plus haut placé du FPR au Sénat rwandais, Rutaremara a joué un rôle déterminant dans la suppression de la limitation du nombre de mandats présidentiels. Kagame est désormais libre de gouverner le Rwanda jusqu’en 2034 selon l’amendement de 2015. Après avoir quitté ses fonctions, Kagame ne fera l’objet d’aucune poursuite pour les crimes qu’il a commis, grâce à l’amendement.Si Kagame s’accroche au pouvoir jusqu’en 2034, il aura gouverné le Rwanda pendant 40 ans. Kagame aura alors 76 ans.
Le monstre ne tarda pas à s’emparer des amis de Rutaremara
Comme dans l’histoire de Mary Shelly sur la façon dont le monstre s’est retourné contre son créateur, c’est exactement ce que Kagame a fait. Les collègues et les proches de Rutaremara ont été les victimes de Kagame, notamment :

Bientôt, le monstre a enlevé le cousin de Rutaremara, le général Frank Rusagara. Parmi les « crimes » de Rusagara, il y a eu le fait d’appeler le Rwanda de Kagame une république bananière. Rusagara était auparavant officier d’état-major général en charge du personnel et de l’administration, directeur des finances, secrétaire permanent du ministère de la Défense, commandant de l’Académie militaire du Rwanda et attaché de défense en Grande-Bretagne. Il a été jeté en prison en 2016.
Le créateur du monstre est-il heureux ?
Comme le disait le philosophe allemand Hegel, la seule chose que nous apprenons de l’histoire, c’est que nous n’apprenons pas de l’histoire. Tito Rutaremara se rendra peut-être compte de cette sagesse lorsqu’il sera trop tard. Apaiser un autocrate ne paie jamais.
