In a ruthless political system, Biruta’s self-preservation instincts are the driving force behind his political survival. Despite the harsh and unforgiving environment, he continues to navigate the treacherous waters with cunning and skill, always keeping his own interests at the forefront of his decision-making.
According to Biruta, none of the members of his party had expressed interest in running for president, and hence he decided to support Kagame. Biruta has been a minister in the Kagame government for 27 years, which is a noteworthy achievement as most Kagame ministers last for about two years. It appears that Biruta’s PSD party’s primary objective is to retain ministerial positions.
Over the years, Kagame has assigned various ministerial positions to Biruta, and here is the list of these positions since 1997:
Minister of Foreign Minister, 2019 to present (5 years);
Minister of Environment, 2017 to 2019 (2 years);
Minister of Natural Resources, 2014 to 2017 (3);
Minister of Education, 2011 to 2014 (4 years);
President of Senate, 2003 to 2011 (8 years);
President of the National Transition Assembly, 2000 to 2003 (3 years);
Minister of Public Works, Transport and Communication, 1999-2000 (1 year); and
Minister of Health, 1997-1999 (2 years).
