Aucun acteur du conflit au Tigré n’est épargné dans le rapport présenté mercredi 3 novembre par la Haute-Commissaire aux droits de l’homme des Nations Unies Michelle Bachelet. Tous, « à des degrés divers » ont « commis des violations du droit international des droits de l’homme, du droit international humanitaire et du droit international des réfugiés, dont certaines peuvent constituer des crimes de guerre et des crimes contre l’humanité ».
Les enquêteurs ont documenté plusieurs massacres de civils des exécutions extra-judiciaires, des enlèvements, des cas de détentions arbitraires, de violence sexuelles, de torture… Une longue liste qui témoigne selon le Haut-Commissaire de la « brutalité extrême » du conflit en cours.
L’ONU précise également que ce rapport n’est pas exhaustif, compte tenu notamment des obstacles rencontrés au cours des investigations.
Le Premier ministre éthiopien, Abiy Ahmed, n’a pas tardé à réagir. Il estime que ce rapport écarte la possibilité qu’un génocide ait été commis au Tigré. Pour Abiy Ahmed ce rapport montre « clairement que les accusations de génocide sont fausses et elles n’ont absolument aucun fondement factuel », a-t-il affirmé dans un communiqué.
L’ONU veut une commission d’enquête internationale
Une conclusion hâtive pour la Haut-Commissaire de l’ONU. Michelle Bachelet a insisté mercredi matin en conférence de presse sur le fait qu’à ce stade, les investigations menées ne permettent ni d’établir clairement ni d’écarter la possibilité de crimes génocidaires commis au Tigré.
Les enquêteurs ont bien découvert des « indices inquiétants de violences motivées par l’appartenance à un groupe ethnique », a-t-elle expliqué. Mais n’ont pas à ce stade de « preuves suffisantes pour caractériser » l’étendue et la nature de ces crimes. L’ONU préconise donc pour cette raison la mise sur pied d’une commission d’enquête internationale afin de poursuivre les investigations et que les auteurs de crimes documentés soient poursuivis.
Et ce alors que ce mercredi, le même Premier ministre éthiopien Abyi Ahmed a promis dans un discours au quartier général de l’armée de « noyer dans le sang » les rebelles du Tigré qui menacent d’avancer en direction de la capitale. « Nous allons noyer l’ennemi dans son sang et rendre sa gloire à l’Éthiopie », a ajouté le lauréat du prix Nobel de la paix 2019.
