Le profil criminel est dressé à partir de l’analyse des scènes du crime et de la reconstitution des scénario criminels. En ce qui nous concerne il s’agit de lister de manière synthétique les crimes commis par le Général Dan Munyuza, Inspecteur Général de Police rwandaise, afin d’aider l’opinion à mieux cerner ce personnage qui dirige l’une des Polices les plus criminelles d’Afrique (instrument de l’oppression) et qu’il ne faudrait jamais, et alors jamais oser laisser se déployer au Congo sous quelle forme que ce soit.
Le Général Dan Munyuza est l’un des piliers sécuritaires du régime ethno-fasciste de Kigali qui depuis 1990 est au cœur de la planification et l’exécution des massacres de grande échelle ,des assassinats ciblés et, surtout, le pillage systématique des ressources naturelles du Congo.
- En tant qu’officier de renseignement pour la branche de formation (Training Wing) de la DMI (Service de renseignement militaire de l’APR), il était au cœur de l’assassinat des Tutsis parlant français qui étaient soupçonnés d’être des espions à la solde du gouvernement d’Habyarimana. Il fait partie des officiers qui avaient facilité d’une manière ou d’une autre le plan du « génocide des Tutsi » de l’intérieur afin de permettre au FPR d’accéder au pouvoir.
– D’ailleurs c’est après l’assassinat d’Habyarimana que Dan Munyuza avec deux autres officiers (Rwakabi Kakira et Kalemera) furent déployés sur le terrain pour s’assurer que plus des Tutsi soient tués afin que le FPR ait un alibi!
- Dan Munyuza est l’officier qui avait donné le « Go » au massacre de Byumba du 24 avril 1994. Plus de 4.000 Hutus (femmes, enfants, vieillards…) avaient été rassemblé dans le stade de football de Byumba et furent tous exterminés à l’aide des grenades, armes à feu et « Agafuni » (l’« arme signature» du FPR, une sorte de petite houe aiguisé que les Inkotanyi utilisent pour arracher les crânes de leurs victimes). C’est Dan Munyuza qui, selon le témoignage d’un ex-soldat de l’APR présent sur le lieu, avait découpé en premier le grenade et le lancer au milieu de la foule pour ainsi donner l’ordre de supprimer ces milliers de vies.
- Dan Munyuza est celui qui a exécuté le massacre de l’École Sociale du Bon Conseil et dans le Centre Scolaire de Buhambe, à Byumba, le 25 et 26 avril 1994. Plusieurs milliers des morts furent enregistrés !
- C’est Dan Munyuza aurait organisé le massacre de Ruhengeri où il était préfet après le génocide. Des milliers des Hutus furent massacrés.
- Dan Munyuza, en tant que chef des renseignements du contingent rwandais durant la première guerre du Congo, est celui qui avait planifié et veillé à l’exécution des massacres des réfugiés dans l’axe Bukavu, Numbi, Walikale, Tingi-Tingi, Ubundu, Bokungu, Boende et Mbandaka ainsi que l’exécution de nombreux massacres des congolais.
- Il avait pris une part active dans les attaques contre les camps de réfugiés du Nord-Kivu, Sud-Kivu et de la ville de Kisangani.
- En tant chef de renseignement extérieur et des services de renseignement militaire Dan Munyuza est le planificateur des assassinats politiques sélectifs des opposants rwandais au Rwanda et à l’extérieur. C’est lui qui avait organisé l’assassinat de Patrick Karegeya et les tentatives d’assassinat de Kayumba Nyamwasa, son ancien chef. Les preuves des enregistrements audio de ses conversations avec le tueur recruté ont été présentés au gouvernement sud-africain et au Sénat américain. Des dizaines d’autres opposants ont été assassiné par Dan Munyuza à travers le monde.
- Dan Munyuza a été/est le chef du Bureau Congo (« Congo Desk ») qui coordonne le pillage systématique du Congo depuis plus de 20 ans. C’est ce bureau qui assure la liaison entre les activités commerciales et militaires de l’armée rwandaise.
– « Le colonel Munyuza a coordonné les activités commerciales de l’Armée patriotique rwandaise en RDC » peut-on lire dans le rapport des Nations-Unies (voir S/2002/1146, par. 70). Il s’agit des activités de pillage systématique des ressources naturelles du Congo, argent, biens et autres. Des braquages des Bank, des pillages des biens, etc. étaient organisés par Dan Munyuza.
– Il faut noter que le budget de l’armée rwandaise, en plus d’autres projets, est financé par les ressources générées par le « Congo Desk » à la hauteur des centaines des millions de dollars. C’est donc le Congo qui paye la facture du fonctionnement et des opérations de l’armée rwandaise, y compris contre les Congolais, et cela grâce au génie de Dan Munyuza.
– En 2012, suite à la pression de la communauté internationale, Dan Munyuza et Richard Rutatina furent officiellement arrêtés pour duper la communauté internationale à cause de leur participation aux « réseaux de contrebande passant par Goma et supervisés par le général Ntaganda » (voir S/2011/738, par. 484 à 487).
– Dan Munyuza est désigné dans plusieurs autres rapports des Nations-unies (S/2001/357, S/2002/1146) comme le cerveau du pillage systématique du Congo.
- En 2011, pendant que le Rwanda, qui avait réussi à infiltrer les FARDC à travers le CNDP, et qu’il préparait la nouvelle rébellion du M23, moi, conscient de son rôle dans la déstabilisation du Congo, avais personnellement averti le président Joseph Kabila du complot, rappelant ce que j’avais personnelle [sic] avec Dan Munyuza à l’époque du RCD.
– « Ils [FDLR « Rasta »] recevaient régulièrement armes, munitions et argent par l’entremise du colonel Dan Munyuza et colonel MACHUM de l’APR. » (j’avais fait allusion au Col. Augustin Macumu), avais-je dit à Joseph ( Cfr, 16 ème page de ma lettre ouverte au président Joseph Kabila daté du 30 juin 2011). Son rôle dans l’instrumentation de la question des rebelles hutus a été confirmé dans un rapport des Nations unies (S/2002/1146).
En fait, j’avais côtoyé cet officier rwandais entre 1998 et 2001 et je suis l’un des rares congolais qui sont témoins de son implication dans la perpétuation des violences dans l’Est de la RDC.
- Enfin, l’ambassadeur Theogene Rurdasingwa, ancien chef de cabinet du président rwandais Paul Kagame (2000-2004) et ancien secrétaire général du parti au pouvoir rwandais (FPR), a affirmé récemment qu’ « il y a des signes et des informations selon lesquels Dan Munyuza et James Kabarebe ont des contacts avec cette organisation », parlant de l’organisation terroriste ADF qui massacre les populations à Beni et en Ituri. C’est à dire, selon cet ancien proche de Paul Kagame, le Rwanda, à travers Dan Munyuza, soutient les terroristes ADF.
C’est ce personnage qui est à la tête de la Police rwandaise qui vient de signer récemment un mémorandum de coopération avec la Police congolaise pour mutualisation des forces afin de constituer une « unité opérationnelle » qui serait basée à Goma pour lutter contre le terrorisme et les crimes transfrontaliers.
Je souligne trois choses:
- Le Général Dan Munyuza fait l’objet de mandat d’arrêt international de la justice espagnole (voir l’acte d’accusation émis par Dr. Fermando Andreu Merelles, Juge Central d’instruction No 4) depuis 2008 pour les crimes commis au Rwanda et en RDC. Il y a donc un dossier judiciaire à sa charge ainsi que 39 de ses compagnons en attendant l’établissement d’un tribunal pénal international pour le Congo.
- Lorsque le régime de Kigali avait établi des contacts avec les ADF en 2001 dans le cadre de ses plans d’invasion de l’Ouganda à partir du Nord-Kivu, le Général Dan Munyuza était chargé de renseignement militaire extérieure du Rwanda. Ce qui suppose qu’en plus de James Kabare, il est celui qui devrait gérer les connexions avec les opposants militaires ougandais dont les ADF et les déserteurs de l’armée ougandaise qui étaient soutenus par Kigali. S’agit-il de ces « contacts » dont parle l’ambassadeur Théogène ou des nouveaux contacts avec le nouveau leadership des ADF ? L’avenir nous en dira plus !
- Dan Munyuza entretiendrait une liaison solide avec certains officiers congolais ex-RCD et ex-CNDP. Il serait le « parrain » de quelques officiers qui continuent à jouer un rôle important dans l’appareil sécuritaire congolais.
Je conclus cette note de veille sécuritaire en disant qu’il n’y a pas un terroriste plus que Dan Munyuza dans la région des Grands Lacs. Ceux qui maîtrisent son rôle durant les deux guerres du Congo, les rébellions du CNDP, du M23 et de l’UPC ainsi que durant la rébellion du FPR au Rwanda et dans l’instrumentation de la violence au Kivu ne peuvent jamais croire qu’un tel personnage pourrait jouer un rôle positif pour la sécurité du Congo et la stabilité régionale. C’est un personnage atypique d’un terroriste plus dangereux, je pèse bien mes mots, que Seka Bakulu, chef des ADF/MTM.
La Police que dirige un tel personnage serait plutôt une menace contre la paix. Dan Munyuza ne peut en aucun cas œuvrer pour la sécurité transfrontalière car son rôle dans l’appareil étatique rwandais est de perpétuer les crimes (assassinats ciblés et massacres) et le pillage au Congo. Ça serait, en cas de mutualisation des forces avec la présence policière rwandaise sur le sol congolais, une façon de légitimer la barbarie rwandaise au Kivu et de faciliter le pillage systématique de nos ressources.
La collectivité publique et la société civile congolaise sont ainsi prévenues du danger que représente une force de police commandée par un tel personnage. Avec Dan Munyuza à la manœuvre sur le sol congolais, il ne faut pas être étonné d’obtenir les effets contraires recherchés.
