CE JOUR-LA… 18 janvier, comme aujourd’hui… Le 18 janvier 2001, le Général-Major Joseph Kabila est nommé “Coordonnateur de l’action gouvernementale”, un Président intérimaire en quelque sorte.
Ce jour-là, la décision de nommer Joseph Kabila “Coordonnateur de l’action gouvernementale“, est annoncée à l’issue de la réunion du Conseil de sécurité national.
Lorsque Laurent-Désiré Kabila est abattu le 16 janvier 2001,Kinshasa est sens dessus dessous car le pays n’a pas de Constitution. La RD Congo est simplement régie par le décret 003 du 27 mai 1997 composé de treize articles et dans lequel rien n’est prévu en cas de disparition du chef de l’État. C’est alors que les collaborateurs du président LD Kabila assassiné s’activent pour combler au plus vite le vide à la tête de l’État.
Aux premières loges, les fidèles parmi les fidèles :
1.Gaëtan Kakudji (Ministre de l’Intérieur et neveu de LD Kabila),
2.Jeannot Mwenze Kongolo (Ministre de la Justice),
3.Pierre-Victor Mpoyo (Ministre du Pétrole),
Abdoulaye Yerodia Ndombasi (ancien ministre des Affaires étrangères). Les militaires sont également mobilisés : le général Sylvestre Lwetcha (Chef d’état-major interarmées), le général François Olenga, le général Faustin Munene (force aérienne).
Au moins trois réunions se tiennent ce 16 janvier 2001 :
1.Une réunion avec les alliés zimbabwéens, namibiens et angolais a lieu juste après l’assassinat ;
2.Une autre qui rassemble les membres du gouvernement;
3.Une troisième qui regroupe les anciens proches collaborateurs de LD Kabila.
Au cœur des conciliabules : la succession de Laurent-Désiré Kabila.
Finalement, le consensus se fait autour d’un nom (sorti, paraît-il, de la bouche du général Lwetcha) : Joseph Kabila, qui était alors Chef d’état-major de la force terrestre.
En clair, il s’agissait d’un président intérimaire. C’est quatre jours après qu’il fut confirmé Président de la République.
A la mort de son père, Joseph Kabila n’a que 29 ans et se trouve à 2.000 km de Kinshasa, au camp militaire de Kimbembe (près de Lubumbashi). Il était un peu en disgrâce auprès de son père depuis la perte, en novembre 2000, de la localité stratégique de Pweto, prise par les rebelles du RCD Goma. Son père était tellement furieux qu’il menaçait de le fusiller pour servir d’exemple aux autres militaires, avait confié un ancien ministre.
