Le système politique est un mode d’organisation d’un État. Le système politique comprend notamment le régime politique, la structure économique, l’organisation sociale, etc.
Les systèmes politiques sont nombreux, les principaux étant la République, l’autoritarisme et le totalitarisme. On y retrouve également la monarchisme ou la féodalisme. Dans ce billet, je ne voudrais pas faire le procès d’aucun régime qui a gouverné le Rwanda, parce que je pense que chacun à fait ce que il a pu. Cependant , je voudrais mettre en évidence, sans en accuser le FPR , les défis politiques sérieux nationaux que le Rwanda a à relever, aujourd’hui près de 30 années de règne sans partage du FPR-INKOTANYI sur le Rwanda.
Pour que les rwandais et la communauté internationale comprennent mieux ce qui se passe dans le paysage politique rwandais, j’ invite dans ce billet , spécialement un acteur politique et non des moindres à savoir l’ opposition politique rwandaise en exil non reconnu par le gouvernement du FPR mais qui contribue activement et de façon significative à la vie politique du pays, de dire ce qu’ elle pense sur les problèmes politiques sérieux nationaux du Rwanda d’ aujourd’hui.
Cela parce que souvent nous entendons des parties politiques d’opposition en exil, quotidiennement dénoncer des erreurs commises par les tenants du pouvoir dans la gestion quotidienne de l’état, mais rien sur des problèmes répondant aux critères d’ enjeux politiques nationaux.
La réponse à cette préoccupation, prouvera qu’il n’existe aucune confusion chez nos parties politiques d’opposition en exil entre les erreurs ou fautes dans la gestion quotidienne d’ un Etat et la gestion des sérieux problèmes politiques nationaux .Maintenant que notre pays est près de la croisée des chemins et que l’ heure de vérité pointe à l’ horizon, les rwandais et la communauté internationale, voudraient plus que jamais auparavant, savoir ce que l’opposition rwandaise en exil pense des problèmes politiques sérieux du pays pour être considérée comme interlocuteur crédible et une alternative véritablement représentative du peuple rwandais au FPR dans l’arène politique du Rwanda d’aujourd’hui.
L’ opposition politique rwandaise doit prouver qu’elle n’est pas seulement ,” des mécontents” du régime actuels, mais plutôt des hommes et femmes d’état crédibles qui proposent et défendent des réponses capables de relever les défis que posent les problèmes politiques sérieux du pays.
Voici quelques 12 exemples de problèmes politiques nationaux sérieux sur lesquels l’opposition rwandaise en exil devrait se prononcer avant que sonne L’HEURE DE VÉRITÉ.
– La démocratie: le pouvoir au peuple,
– L’unité nationale: la reconnaissance par tous de la citoyenneté égale pour tous,
– La diplomatie: un Rwanda fort, un Rwanda moderne , bien ouvert sur l’Afrique et le monde,
-L’appellation ou terme correct des massacres qui a eu lieu au Rwanda du 1/10/1990 à 31/12/1994 appelé génocide contre les Tutsi qui continue d’être mal compris par une partie du monde(US/UK, ),reste une problématique nationale.
– Le refus catégorique d’un dialogue inter-rwandais hautement inclusif ;
– Une surveillance de la population allant jusqu’à remettre en cause la liberté de penser autrement, la liberté d’ expression et les autres droits fondamentaux de la personne ;
– La confiscation de la totalité des activités de la société, et le monopole des communications et des forces armées;
– Le recours à la terreur comme mode de gouvernement et de résolution des conflits ;
– Les massacres des réfugiés hutus rwandais dans les camps au Congo reste un problème national.
–Le travail incomplet du TPIR ;
– Le verrouillage systématique de l’espace politique (pluralisme démocratique);
– Le retour de tous les réfugiés.

Maintenant que l’ heure de la vérité approche, les parties politiques d’opposition, devraient se distinguer des associations de défense des droits de l’homme, par la proposition d’un plan politique stratégique claire, qui répond aux défi politiques actuels les plus sérieux du pays.
