Le Burkina Faso, théâtre d’un coup d’État militaire lundi, a été suspendu vendredi de la Communauté des États ouest-africains (Cédéao), à l’issue d’un sommet virtuel de l’organisation. Ses chefs d’État se retrouveront le 3 février à Accra pour évaluer à nouveau la situation dans ce pays.
Un putsch de plus, une suspension de plus. La Communauté économique des États de l’Afrique de l’Ouest (Cédéao) a décidé, vendredi 28 janvier, de suspendre le Burkina Faso de ses instances dirigeantes à l’issue d’un sommet virtuel de l’organisation, faisant suite au coup d’État militaire à Ouagadougou lundi. La Cédéao n’a toutefois pas décidé d’autres sanctions pour l’instant, mais les chefs d’État se retrouveront le 3 février à Accra pour réévaluer la situation.
La Cédéao a exigé la libération du président renversé Roch Marc Christian Kaboré, placé en résidence surveillée, ainsi que des autres responsables arrêtés, a indiqué à l’AFP un participant à la rencontre sous couvert d’anonymat.
Le sommet virtuel, qui a duré environ trois heures, a en outre décidé de l’envoi, samedi 29 janvier, à Ouagadougou d’une mission des chefs d’État-major des armées de la Cédéao, qui sera suivie lundi 31 d’une mission ministérielle.

Le sommet du 3 février à Accra, en présence des dirigeants de la région, étudiera le compte-rendu de ces missions pour décider d’imposer ou non d’autres sanctions, comme il l’a fait pour le Mali et la Guinée où des militaires ont également pris le pouvoir.
L’armée du Burkina Faso a annoncé lundi avoir déposé le président Roch Marc Christian Kaboré, suspendu la Constitution, dissout le gouvernement et l’Assemblée nationale et fermé les frontières du pays, confronté selon eux à une “dégradation continue” de sa sécurité.
Ce putsch est une nouvelle secousse au Sahel, où les Européens, en premier lieu la France, s’efforcent de lutter contre des groupes islamistes armés qui déstabilisent les pouvoirs en place.
Allègement du couvre-feu
Jeudi soir, dans sa première allocution depuis sa prise de pouvoir lundi, le nouvel homme fort du Burkina, le lieutenant-colonel Paul-Henri Sandaogo Damiba, avait déclaré à la télévision nationale que son pays avait “plus que jamais besoin de ses partenaires”.
Disant comprendre les “doutes légitimes” suscités par le coup d’État, il a assuré que le Burkina “continuera à respecter les engagements internationaux, notamment en ce qui concerne le respect des droits de l’Homme”, et précisé que l’indépendance de la justice serait aussi “assurée”.
Le lieutenant-colonel Damiba s’est en outre engagé “au retour à une vie constitutionnelle normale”, “lorsque les conditions seront réunies”, sans préciser d’agenda.
La télévision a cependant annoncé jeudi soir un allègement du couvre-feu mis en place lundi : initialement de 21 h à 5 h du matin, il passe de minuit à 4 h.
“Une feuille de route” avec toutes les “forces vives” du Burkina Faso
La population reprochait notamment au président renversé, Roch Marc Christian Kaboré, de ne pas avoir réussi à endiguer la dégradation sécuritaire depuis 2015, notamment dans le nord et l’est du pays.
Dans le sillage du Mali et du Niger, le Burkina Faso est pris dans une spirale de violences attribuées à des groupes armés jihadistes, affiliés à Al-Qaïda et au groupe État islamique, qui ont fait plus de 2 000 morts et contraint au moins 1,5 million de personnes à fuir leurs foyers.
Depuis sa prise de pouvoir, le lieutenant-colonel Damiba a consulté les ministres renversés ainsi que les syndicats.
Aux anciens ministres, il a demandé de ne pas quitter le Burkina sans autorisation. Aux syndicats, il a promis de les consulter et de les impliquer dans la transition.
Dans son allocution télévisée, il a assuré vouloir associer toutes les “forces vives” de la nation pour “une feuille de route” en vue de redresser le Burkina Faso.
Plusieurs organisations semblent enclines à travailler avec lui.
“Nous avons intérêt à ce que cette armée réussisse à stabiliser le pays”, affirme l’association Sauvons le Burkina Faso, qui réclamait ardemment la démission de Roch Marc Kaboré.
Plusieurs partis d’opposition à M. Kaboré, dont le plus important, le Congrès pour la démocratie et le progrès (CDP) proche de Blaise Compaoré – ex-président chassé par la rue en 2014 après 27 ans de pouvoir – ont également marqué “leur disponibilité à apprécier la vision qui leur sera soumise” par la junte.
Roland Bayala, porte-parole de la Coalition des Patriotes africains du Burkina Faso (COPA/BF) qui avait appelé à manifester contre le passage d’un convoi militaire français dans le pays en novembre, a demandé à la Cédéao “de faire attention à ses sanctions contre le peuple burkinabè” qui ne va pas “se laisser faire”.
L’avenir de Kaboré
La question de l’avenir de Roch Marc Kaboré devrait également se poser prochainement. En résidence surveillée, il est en bonne santé, selon plusieurs sources, et a un médecin à sa disposition. Jeudi soir, le chef de la junte n’a pas prononcé son nom.
Il a en revanche conclu son discours par une devise bien connue des Burkinabè, celle du pays sous l’ancien président Thomas Sankara : “la Patrie ou la mort, nous vaincrons”. Le procès des assassins de ce leader, tué dans un coup d’État en 1987, doit reprendre lundi 31 janvier.
Le Burkina Faso, l’un des pays les plus pauvres d’Afrique de l’Ouest malgré son activité dans la production d’or, a été le théâtre de nombreux coups d’État depuis 1960, date de son indépendance.
