Initialement soutenue par le Rwanda dans sa prétendue stratégie de contenir les FDLR par une force interposée qui n’est autre que les forces rwandaises déguisées en rebelles congolais, le M23 renait et menace aux antipodes des relations diplomatiques au beau fixe entre le Rwanda et la RDC sous la présidence de Felix Tshisekedi. Quels sont les vrais mobiles de ce mouvement ? quels intérêts de la part des voisins qui lui servent de base arrière ou dont les soldats prennent part aux affrontements?
Vingt-neuf militaires auraient perdu la vie au cours de ces combats, précise la société civile. Le M23 est une ancienne rébellion de Congolais tutsi soutenue par le Rwanda et l’Ouganda, qui avait été défaite en 2013.
Cette attaque soulève aujourd’hui la question de l’implication des pays voisins de la RDC, comme le rappelle Juvenal Munubo, député national congolais et membre de la commission Défense et sécurité de l’Assemblée nationale. « Cela nous pousse surtout à nous interroger sur le rôle des pays voisins. On sait que les animateurs de la branche militaire et de la branche politique de ce mouvement se sont réfugiés au Rwanda et en Ouganda », confie le député congolais à la DW.
« On sait aussi que Kinshasa maintient actuellement de bonnes relations avec ces pays. Mais on doit quand même se dire la vérité et savoir ce qui peut encore renforcer ce mouvement et si, à partir de leurs bases arrières dans ces pays, ils n’ont pas eu un renforcement quelconque. Il faut s’interroger sur la responsabilité de ces pays qui sont tous signataires du pacte de Nairobi sur la Conférence internationale de la région des Grands Lacs, et d’un certain nombre d’instruments juridiques de paix comme l’Accord cadre d’Addis Abeba de 2013 », souligne M. Munubo.
Analyse
Le M23 a manifesté son impatience et une détermination remarquable en s’emparant de Goma, malgré les frappes aériennes de la MONUSCO et la pression internationale exercée notamment par l’ONU et par l’UE en vue de stopper son avance. Suite à la chute de Goma, les commandants rebelles ont affirmé à maintes reprises qu’ils allaient prendre Bukavu, Kisangani et également Kinshasa, contestant davantage encore l’autorité de l’État. En outre, l’ultimatum lancé par les chefs d’État de la CIRGL le 24 novembre – enjoignant au M23 de se retirer de Goma sous 48 heures – n’a pas impressionné non plus la direction politique du M23. Trois jours plus tard, alors que l’ultimatum avait expiré, le « Président » du M23 Runiga a posé six conditions préalables pour que son mouvement quitte la ville, soulevant ainsi une autre série de questions auparavant absentes de la communication officielle du M23. Sachant que parmi ces préalables figurent l’arrestation d’un certain nombre d’officiers haut gradés de l’armée congolaise, la libération de prisonniers politiques et des négociations directes avec l’opposition politique, il est clair que Runiga ne s’attendait guère à ce que le Président Kabila les accepte. Par ailleurs, lors d’une interview accordée à RFI Runiga a affirmé que même après un éventuel retrait des troupes du M23 il conserverait le contrôle politique et administratif de la ville. Runiga tout comme d’autres leaders du M23 manifestent clairement leur ambition politique. De plus, divers indices permettent de supposer l’existence d’un programme débordant les revendications du CNDP et le Nord-Kivu dès la création du M23. Le Groupe d’experts des Nations-Unies a établi que la direction du M23 a tenté de conclure des alliances avec d’autres groupes armés congolais qui n’étaient pas concernés par les négociations de l’accord du 23 mars. Il a identifié dix groupes armés qui ont été approchés par le M23 en vue de créer une coalition élargie d’opposition armée contre Kinshasa. Ces tentatives ont commencé en mai 2012. Les rebelles ont utilisé trois forces d’interposition à Masisi et à Walikale, dont le Raïa Mutomboki. Outre le Nord-Kivu, ils ont déployé des efforts considérables pour étendre leur rébellion au Sud-Kivu et au district de l’Ituri. Le Groupe d’experts a démontré que le M23 soutient des groupes armés dans ces zones au travers d’efforts de mobilisation permanents, de transferts de fonds, de fournitures d’armes et de recrutements. Le M23 a également tenté de contester le Président Kabila en tendant la main à la principale opposition politique congolaise. En privé, Vital Kamerhe a reconnu avoir été contacté par le M23 en vue d’établir une alliance – ce qu’il a catégoriquement refusé. Selon le Groupe d’experts, une proposition similaire a été faite à l’UPDS d’Étienne Tshisekedi, tandis que le M23 a conclu une alliance avec le groupe armé « Mouvement pour la revendication de la vérité des urnes » au Kasaï Occidental, la province de Tshisekedi. Lors des sept mois qui se sont écoulés depuis sa création, le M23 s’est montré très actif sur le front politique, et il a enregistré des gains territoriaux remarquables. Les analystes s’accordent sur la médiocrité de l’armée congolaise, mais il en était de même du M23. Ils conviennent également que le M23 n’aurait pas engrangé autant de succès en si peu de temps sans aide extérieure. Le soutien dont le M23 bénéficie de l’extérieur a été démontré par le Groupe d’experts des Nations-Unies et par l’ONG internationale Human Rights Watch, qui l’un et l’autre ont mené des enquêtes approfondies sur le soutien apporté par le gouvernement rwandais. Nombre d’autres observateurs – notamment le personnel de la MONUSCO, des officiers du renseignement étrangers, des ONG locales et des journalistes– ont mené leur propre enquête et sont parvenus à des conclusions similaires. Le Groupe d’experts des Nations-Unies conclut que le ministre rwandais de la Défense, James Kabarebe, dirige la chaîne de commandement du M23. L’implication du Rwanda dans le M23 et le contrôle qu’il exerce sur ce mouvement jettent une lumière nouvelle sur les motivations du mouvement. Les actions du M23 trahissent sa volonté de pouvoir qui semble l’emporter sur toutes les autres considérations évoquées ci-dessus. Elles révèlent une tendance claire visant à instaurer un contrôle politique sur le territoire et à contester l’autorité de Kinshasa. Intervenant depuis 1996 au travers de différentes rébellions, Kigali a maintes fois manifesté un intérêt stratégique pour un contrôle politique accru dans l’est de la RDC et un changement de pouvoir à Kinshasa. Ainsi, après le renversement du régime de Mobutu par l’AFDL, le Rwanda a reconnu avoir planifié, dirigé et approvisionné les forces rebelles. De même, il a été amplement démontré – notamment par l’ONU et Amnesty International – qu’après 1998 le Rwanda a soutenu la rébellion RCD en République Démocratique du Congo.
Les vraies visées du Rwanda
Comme on le sait les rebelles M23 et du CNDP sont des soldats de l’armée rwandaise et pour cause tous leurs chefs MAKENGA, NTAGANDA et NKUNDA faisaient partie de l’APR durant leur guerre de 1990 à 1994 contre les FAR. Ils sont déployés par Kigali en RDC pour en réalité servir les intérêts de Kigali en matière de minerais et reçoivent des instructions régulières du Ministère Rwandais de la Défense. Les habitants des régions frontalières de la RDC sont témoins des convois d’armes et de munitions qui partent du Rwanda vers les zones occupées par ces rebelles. Tout compte fait, il va de soit que les causes politiques criées haut et fort ne sont que des prétextes à balancer aux yeux de la communauté internationale. En d’autres mots, le Rwanda se cache derrière ces revendications pour assurer sa présence permanente en RDC et comme l’occasion fait le larron accéder aux ressources naturelles de ce pays ; les prisonniers rwandais qui ont été envoyés dans les gisements de la RDC en disent long. Si non quiconque connait les capacités financières du Rwanda s’étonnerait de ces bâtisses érigées partout dans Kigali par les généraux rwandais.
Conclusion
La stratégie mise en œuvre par le M23 sur le champ de bataille n’indique pas que la protection de la population tutsie constitue sa préoccupation première. De même, l’intention proclamée du M23 de « neutraliser » les FDLR ne transparaît pas non plus au travers de ses actions militaires. En outre, il est frappant de constater qu’actuellement le M23 ne contrôle aucune zone minière importante, qu’il n’a attaqué aucune mine et donc que pour l’instant il ne cherche pas à maximiser son profit en s’ingérant dans le commerce de minerais. Les rebelles affichent clairement leur ambition politique, et dès la création du M23 ils ont arrêté un programme qui déborde les revendications du CNDP et le Nord-Kivu. Ils s’orientent clairement vers l’instauration d’un contrôle politique sur le territoire et contestent l’autorité de Kinshasa – intérêts stratégiques qu’ils pourraient partager avec le Rwanda.
