Après deux semaines d’absence de Vendredi de gratitude, je vous reviens avec un homme politique exceptionnel, Mr. Ntakirutinka Charles.
Il est né à Rukundo dans l’ancienne préfecture de Gikongoro en 1950. Il a fait ses études primaires dans son village et a commencé ses études secondaires au petit séminaire de Save pour les finir au Collège Saint-André en 1969. Aussitôt terminé ses études secondaires, il est allé étudier en Belgique pour y obtenir son un diplôme de Génie Physique et devient un éminent ingénieur.
Il rentre au pays en 1977 et travaille à l’Université du Rwanda comme chercheur en énergie nouvelle et renouvelable. Il est devenu Secrétaire général de l’Université du Rwanda de 1981 à 1992. Mr. Ntakirutinka participa à l’éveil de la démocratie au Rwanda en collaborant à la formation du Parti Social-Démocrate (PSD).
Il avait fait des bonnes études et avait obtenu un bon poste mais démocrate-né, il a réalisé que ces privilèges n’arrivaient pas à tout le monde. Ainsi, il a choisi le PSD pour combattre les inégalités de toutes sortes (ethniques et régionales) et promouvoir la justice sociale.
L’implantation du multipartisme au Rwanda s’est faite au moment où le FPR avait envahi le Rwanda et que la guerre faisait rage au nord du pays.
Une issue pacifique pour arrêter cette guerre et partager le pouvoir entre le FPR, le MRND et les autres partis d’oppositions étaient attendus avec espoir en vertu des accords d’Arusha. Mr. Ntakirutinka était participant de la délégation impliquée dans la négociation de ces accords pour le compte du parti PSD. Mais, hélas, la transition pacifique tant désirée par tous ces Rwandais a été sabotée lorsque l’avion qui transportait le Président Habyalimana a été abattu le 6 avril 1994.
Les efforts de Mr. Ntakirutinka et d’autres personnes envers un changement de pouvoir sans effusion de sang pour la première fois au Rwanda tombèrent à l’eau. Et du sang, il en a coulé! Mr. Ntakirutinka échappa au massacre contrairement à ses camarades du PDS durant le génocide contre les Tutsis d’avril 1994. C’est ainsi que dès la fin du génocide, il a été nommé Président du PSD car tous les autres hauts responsables du Parti avaient été tués.
Sous le régime du FPR, il devient Ministre des travaux publics (MINITRAPE) entre 1994 et 1997, Ministre des transports entre 1997-1999 et enfin Ministre des affaires sociales en octobre 1999.
Il n’est pas resté longtemps à ce poste car la même année il a été démis de ses fonctions pour raison de « perte de confiance » par le parlement de Sebarenzi.
Démocrate un jour, démocrate toujours, il fonda en 2000 avec l’ancien président Pasteur Bizimungu le Parti Ubuyanja. Aussitôt, ils furent arrêtés et condamnés à 10 ans de prison pour cause de rumeurs incitant à la désobéissance civile et association de malfaiteurs.
Le Président Pasteur sortit de prison avant la fin de sa peine de cinq ans après avoir demandé pardon au Président Kagame. Mr. Ntakirutinka, qui a toujours clamé son innocence, préféra purger la totalité de sa sentence et sortit en 2012.
Selon lui, il était en prison pour motif politique. Une affirmation confirmée par Erwin van der Borght, Directeur du programme Afrique d’Amnistie international, qui affirma que « Charles Ntakirutinka a passé 10 années de sa vie en prison parce qu’il a créé un parti politique ».
Depuis sa sortie de prison, Mr. Ntakirutinka est un simple citoyen du Rwanda sans travail malgré son expérience et son diplôme de haut niveau. Comme le malheur n’arrive jamais seul, il vient tout juste de perdre un fils qui vivait à l’étranger après avoir vécu le deuil de sa femme et d’un autre fils il y a quelques années. Il lui reste un dernier fils vivant aux États-Unis.
Rendons hommage à cet homme résilient qui a servi son pays le Rwanda à son époque la plus charnière et qui n’a pas trahi ses principes d’homme honnête et démocrate. De par son parcours, il nous a donné une leçon de résilience à suivre.
