En avril 2008,quand il était journaliste correspondant de The Monitor à Kigali, Rwanda, le président rwandais, Général Paul Kagame lui même a ordonné que ce jeune homme journaliste rwandais soit déclaré “PNG” pour dire Persona Non Grata et donné cinq minutes pour retourner sans délai en Ouganda car, selon les autorités rwandaises, il ne serait pas rwandais mais plutôt Ougandais et qu’il est une menace dans le pays !!
En date du 1er Avril 2022,le fils du président Ougandais, le Général Muhoozi Kainerugaba lui-même a ordonné que ce jeune homme refoulé au Rwanda et vivant en exil en Australie soit déclaré “PNG” pour dire Persona Non Grata et refoulé sans délai de l’aéroport d’Entebbe pour retourner en Australie, car selon ce fils et conseiller du président ougandais, et chef de l’armée de terre, le lieutenant-général Kainerugaba, monsieur Robert Mukombozi ne serait pas ougandais mais plutôt rwandais et qu’il est un ennemi et du Rwanda,et de l’Ouganda!! Son seul péché? Etre membre du parti politique RNC de l’opposition rwandaise, c’est à dire en opposition avec Kagame dont Muhoozi appelle depuis peu, “mon oncle”!
Muhoozi Kainerugaba a utilisé son compte Twitter pour annoncer la nouvelle, samedi. D’abord dans la matinée en mettant en garde le co-fondateur en exil du RNC, le général Kayumba Nyamwasa, l’enjoignant à « essayer de respecter la République d’Ouganda » et annonçant : « Nous vous avons renvoyé votre homme ce soir. »
Ce geste serait un nouveau signe du réchauffement que ce dernier a initié entre Kampala et Kigali, après des années de tension entre les deux pays.
Cet homme, c’était donc Robert Mukombozi, un ancien journaliste rwandais né en Ouganda, où se trouve encore sa famille. Car ensuite le fils du président Yoweri Museveni l’a confirmé en tweetant deux photographies de celui-ci se dirigeant vers son avion, avec ce message : « Je n’aime pas faire ça, mais si ça sauve la vie de mes soldats, je ferai n’importe quoi. » Et de conclure : « Cet ennemi de l’Ouganda et du Rwanda a été arrêté et renvoyé d’où qu’il était venu ».
Après la réouverture en janvier des frontières terrestres, fermées depuis trois ans, ce geste de coopération du puissant fils du président Museveni sonne comme une menace pour les opposants rwandais encore présents sur le sol ougandais.
En février, Muhoozi Kainerugaba avait d’ailleurs promis de mettre fin à ce qu’il avait qualifié d’activités « illégales et criminelles » du RNC, qui selon lui avait failli pousser le Rwanda et l’Ouganda dans « une guerre stupide ».
C’est ainsi que ce monsieur Robert Mukombozi perd son droit sur le double nationalité (Ougandaise comme Rwandaise) par les deux hommes forts et dictateurs d’une façon extrajudiciaire et devient ainsi un malheureux apatride! Heureusement qu’il garde son statut de refugié en Australie ou il est bien arrivé sain et sauf!
