Yannick Izabayo
Ancien président angolais, José Eduardo dos Santos, est mort le 8 juillet 2022, à l’âge de 79 ans, à Barcelone (en Espagne). Il y était retranché depuis quelque temps, dans une luxueuse villa. Chef de l’Etat et du Mouvement populaire de libération de l’Angola (MPLA), José Eduardo dos Santos a dirigé l’Angola pendant près de quatre décennies.
Fils d’Avelino dos Santos (un maçon et paveur) et de Jacinta José Paulino, José Eduardo dos Santos voit le jour en août 1942 dans le quartier pauvre de Sambizanga, à Luanda. Il grandira dans ce quartier pauvre, ce qui jouera un certain rôle dans son combat anti-colonialiste.
En 1961, à l’âge de 19 ans, José Eduardo dos Santos rejoint une des organisations nationalistes clandestines de son pays, le MPLA. Mais en novembre de la même année, il s’enfuit en exil à Léopoldville (Kinshasa) où le MPLA a une antenne importante. Ses compétences sont rapidement reconnues et il est nommé vice-président de l’organisation de la jeunesse du parti. En 1962, il rejoint les Forces armées populaires de libération de l’Angola, avant d’être rattaché au bureau du MPLA à Brazzaville.
En 1963, le MPLA l’envoie étudier à Bokou (URSS) où il obtiendra, en 1969, un diplôme d’ingénieur du pétrole et de télécommunications.
En parallèle à ses engagements politiques, il chante et joue à la guitare sous le pseudonyme “Joes” au sein du groupe “Kimbamba do Ritmo” avec ses amis d’enfance de Luanda. Une fois en URSS, il forme le groupe de musique Nzaji avec des compatriotes angolais et enregistre un 33 tours. Ses chansons sont d’ordre révolutionnaire, et diffusées sur les ondes de la radio “Voix de la révolution congolaise” à Brazzaville.
De 1970 à 1974, José Eduardo dos Santos exerce les fonctions d’opérateur au Centre principal des télécommunications au sein du “Cabinda”, 2e région politico-militaire du MPLA. Il sera par la suite nommé membre de la commission provisoire de réajustement du front nord, chargé des finances, avant de retourner à Brazzaville en tant que représentant du MPLA jusqu’en juin 1975. En septembre 1975, il est nommé membre du comité central et du bureau politique du MPLA, chargé de la coordination des activités politiques et diplomatiques du “Cabinda”.
À la suite de la proclamation de l’indépendance de l’Angola, José Eduardo dos Santos exerce les fonctions de ministre des Relations extérieures de novembre 1975 à décembre 1978, puis de vice-Premier ministre et ministre du Plan de décembre 1978 à septembre 1979. Lorsque le Président angolais Agostinho Neto décède en septembre 1979, José Eduardo dos Santos lui succède par désignation et devient président du MPLA et de l’État angolais.
Une fois au pouvoir, son principal défi réside dans la résolution du conflit avec l’UNITA (Union Nationale pour l’indépendance totale de l’Angola) et principal mouvement rival du MPLA. L’UNITA, dirigée par Jonas Savimbi et soutenue dans un premier temps par l’Afrique du Sud et les USA, ne reconnaîtra jamais totalement la légitimité du gouvernement MPLA soutenu par l’Union soviétique et Cuba et déclenche, en guise d’opposition, plusieurs conflits armés, résultant en une guerre civile qui ravage le pays pendant 27 ans.
En mai 1991, José Eduardo dos Santos signe avec son opposant un accord de paix. Lors des premières élections libres et multipartites organisées en 1992, dos Santos mène son camp à la victoire aux élections législatives face au principal parti d’opposition, l’UNITA.
Lors de l’élection présidentielle organisée la même année, Eduardo dos Santos sort en tête du scrutin face à Jonas Savimbi, chef de l’UNITA, mais n’obtient pas la majorité absolue exigée au premier tour (49,57 % des voix pour dos Santos contre 40,6 % pour Savimbi).
Trois jours de conflits particulièrement meurtriers traumatisent une nouvelle fois le pays et le deuxième tour n’a pas lieu, car la reprise des hostilités entre l’UNITA et le MPLA, fait basculer l’Angola dans une nouvelle guerre civile qui fait 30.000 morts. Savimbi décide alors de retirer sa candidature, accusant le vote d’être truqué, et relançant ainsi la guerre civile.
Le décès du chef de l’UNITA (Jonas Savimbi) en février 2002 permet l’aboutissement du processus de paix. Le 4 avril de cette même année, l’armée angolaise et les rebelles acceptent de signer un cessez-le-feu, et la paix est officiellement déclarée le 2 août.
José Eduardo dos Santos restera au pouvoir jusqu’en août 2017, lorsqu’il choisit João Lourenço, ministre de la Défense, comme candidat à la présidence lors des éléctions générales. En septembre 2017, João Lourenço lui succède comme président de la République.
Sa vie fut rythmée par la lutte armée contre le colon portugais, suivie de 23 ans de guerre civile (1975-2002), avant d’entamer la reconstruction du pays avec des milliards de pétrodollars.
