En outre, Israël paierait à chaque « inflitrator » 3 500 dollars des États-Unis et son billet d’avion. En 2018, cependant, l’accord sur la traite des êtres humains s’était effondré. Netanyahu a expliqué l’effondrement du plan d’expulsion des « infiltrés » comme suit :
« Au cours des deux dernières années, j’ai travaillé avec le Rwanda pour qu’il serve de « pays tiers » qui accueille des infiltrés qui seront expulsés même sans leur consentement… Le Rwanda a accepté cela et nous avons commencé le processus d’expulsion vers lui. Le programme, confirmé en 2021, impliquait que le Danemark envoie des demandeurs d’asile au Rwanda, où leurs cas seraient traités, au lieu de leur permettre de vivre au Danemark. En retour, le Danemark « élargirait la coopération au développement avec le Rwanda dans des domaines où il existe de forts intérêts communs ». L’accord avec le Danemark n’est toutefois pas sur les rails. Le 25 janvier 2023, le ministre des Migrations et de l’Intégration, Kaare Dybvad, a annoncé « nous ne menons actuellement aucune négociation sur la création d’un centre d’accueil danois au Rwanda ». Au lieu de cela, le Danemark travaillera avec d’autres pays de l’UE sur les demandeurs d’asile et ne fera plus cavalier seul, a ajouté le ministre.
Ensuite Kagame a frappé les portes du gouvernement britannique sous Boris Johnson.
En avril 2022, le gouvernement britannique a annoncé que certains demandeurs d’asile qui traversent la Manche vers le Royaume-Uni recevraient un aller simple pour le Rwanda, qui les traiterait et réinstallerait certains d’entre eux. En retour, le Royaume-Uni a versé au Rwanda 120 millions de livres sterling et devait également payer les coûts de traitement et d’intégration de 12 000 livres sterling pour chaque demandeur d’asile relocalisé expulsé vers le Rwanda.
Cependant, les choses ne se sont pas déroulées comme prévu. Les expulsions du Royaume-Uni vers le Rwanda ont été bloquées à la suite de l’arrêt de la Cour européenne des droits de l’homme (CEDH). La CEDH a ordonné que la procédure judiciaire alors en cours au Royaume-Uni soit terminée avant que toute expulsion vers le Rwanda puisse commencer.
Par la suite, la Haute Cour a statué que le projet du gouvernement britannique d’envoyer des demandeurs d’asile au Rwanda était légal. Cependant, le 23 janvier 2023, la Haute Cour de Londres a accordé l’autorisation de faire appel de la décision selon laquelle le projet britannique d’envoyer des migrants au Rwanda est légal.
Le désespoir de Kagame depuis une décennie pour gagner de l’argent en accueillant des demandeurs d’asile expulsés par Israël, le Danemark et le Royaume-Uni est voué à l’échec.
