L’Institut François-Mitterrand a dénoncé, lundi 8 avril, une “communication hasardeuse” de l’Elysée sur la question du rôle de la France dans le génocide au Rwanda en 1994, alors que le président socialiste (1981-1995) était au pouvoir. Il demande à Emmanuel Macron de “lever l’ambiguïté” sur sa position.
Dans une vidéo diffusée dimanche (reprise notamment par l’AFP sur YouTube) à l’occasion des commémorations autour du génocide des Tutsis, survenu il y a 30 ans, qui a fait au moins 800 000 morts, le président français a dit “assumer tout et exactement” le discours prononcé le 27 mai en 2021 à Kigali, dans lequel il reconnaissait la “responsabilité” de la France dans les massacres.
Pourtant, l’Elysée avait semblé aller au-delà quelques jours plus tôt : le chef de l’Etat estime que la France “aurait pu arrêter le génocide (…) avec ses alliés occidentaux et africains”, mais “n’en a pas eu la volonté”, avait rapporté jeudi la présidence française.
“Que la France aurait-elle pu faire de plus ou de mieux ?”
Ces mots, interprétés alors comme un pas supplémentaire dans la reconnaissance des responsabilités de la France dans le génocide, n’ont pas été employés dimanche par Emmanuel Macron.
“L’absence de démenti clair” est “de nature à créer de la confusion sur la position du président”, a estimé Jean Glavany, ancien ministre socialiste qui dirige l’Institut François-Mitterrand.
La communauté internationale “nous a tous laissé tomber” durant le génocide des Tutsis, a déclaré dimanche le président rwandais Paul Kagame.
“Si, comme ses conseillers le rapportent, le président de la République juge que la France, avec ses alliés, aurait pu arrêter le génocide mais qu’elle n’en a pas eu la volonté, nous l’engageons à répondre aux questions suivantes”, a expliqué l’Institut:
1. “Que la France aurait-elle pu faire de plus ou de mieux ?
2.Ignore-t-il délibérément la volonté qu’eurent François Mitterrand et Edouard Balladur de l’engager, même seule, dans une opération humanitaire visant à sauver des vies, ainsi que les efforts qu’Alain Juppé déploya aux mois de mai et de juin 1994 pour obtenir le vote du Conseil de sécurité ?”, interroge notamment Jean Glavany.
Contacté lundi par l’AFP, l’Elysée précise que “le président de la République a très clairement rappelé sa position qui n’a pas varié depuis le discours qu’il a prononcé à ce sujet à Kigali, le 27 mai 2021”.
