Son discours serait: Au nom du Président des États-Unis je suis venu annoncer au Président Paul Kagame la nouvelle vision du gouvernement Américain pour la Région des Grands Lacs.
Si le Rwanda souhaite continuer à entretenir une relation étroite avec les États-Unis, il doit immédiatement arrêter de troubler la stabilité et la paix dans la Région.
Avant ma visite ici, j’ai eu le plaisir de m’entretenir avec les présidents Tshisekedi,Ruto et Museveni.
Avec Tshisekedi j’ai parlé du nouveau partenariat stratégique et sans intermédiaire,que les États-Unis veulent conclure avec la RDC, lequel nécessite la d’abord la paix et la stabilité dans la Région.
Aux présidents Ruto et Museveni, j’ai martelé que le temps d’alimenter l’instabilité en RDC et dans la Région,est désormais terminé.
Les États-Unis soutiennent la sécurité et l’intégrité territoriale de tous les États de la Région, et chacun de vous doit désormais respecter la souveraineté et l’intégrité territoriale de la RDC.
J’ai dit ceci au Président Kagame :
– Si ta vision consiste réellement à développer le Rwanda et à le présenter comme un modèle économique dans la Région des Grands Lacs et au-delà, eh bien fais-le sans marcher sur les orteils de ton voisin Congolais.
Contente-toi des investissements qui sont déjà chez toi, et laisse ton voisin profiter désormais de ses ressources en attirant également des investissements étrangers propres, notamment américains.
– Si tu veux qu’on puisse t’aider à attirer d’autres investisseurs, nous sommes prêts à le faire, pourvu que tu arrêtes de perturber la paix chez ton voisin!
– La paix en RDC et dans la Région des Grands Lacs, constitue aujourd’hui une priorité pour les États-Unis , car elle permettra de libérer le potentiel inexploité du Congo, et cela bénéficiera à toute la Région.
Lors de nos discussions, le président Kagame s’est engagé à poursuivre cette nouvelle vision de paix que je viens de lui présenter.
Les États-Unis sont pleinement engagés dans cet effort et sont prêts à faciliter une issue pacifique à ce conflit… une issue qui permettra à chaque pays de respecter ses propres frontières, et qui posera les bases d’une économie régionale florissante.
Nous apprécions l’opportunité d’avoir pu discuter de la voie désormais à suivre avec nos homologues ici à Kigali. Merci beaucoup.
Avec le président Thisekedi: Vous avez entendu parler du DEAL USA -DRC. Nous travaillons à sa formalisation et à sa mise en œuvre. Nous allons investir des milliards de dollars et créer des emplois pour les Congolais.
Mais ces investissements américains doivent être plantés dans un climat propice, d’où la nécessité pour moi d’aller parler aux voisins de la RDC pour que la souveraineté et l’intégrité territoriale de la RDC soient respectées.
Avec les trois présidents William Ruto, Yoweli Museveni et Paul Kagame, j’ai passé le message-clé suivant :
“Nous voulons la paix à l’Est de la RDC. Fini le temps d’alimenter l’instabilité et le commerce illicite des minerais provenant du sous-sol congolais, focalisez-vous désormais sur vos propres ressources et vos propres économies.
