Huit Casques bleus de la Monusco sont morts dans le crash d’un hélicoptère qui survolait une zone de combats entre l’armée de la République démocratique du Congo et la rébellion M23 dans le Nord-Kivu. Les autorités militaires de cette province ont accusé le M23 d’avoir “abattu” l’appareil. Le M23 a démenti, accusant au contraire l’armée congolaise d’être responsable.
Huit Casques bleus – six Pakistanais, un Russe et un Serbe – sont morts mardi 29 mars dans le crash d’un hélicoptère Puma de la Mission de l’ONU en République démocratique du Congo (Monusco) qui survolait une zone de combats entre l’armée et la rébellion du M23 dans l’est du pays.
Après plusieurs mois de soupçons et des décennies de méfiance, l’armée congolaise accuse le Rwanda de soutenir cette rébellion, ce que démentent les autorités de Kigali.
“La cause exacte du crash n’est pas encore déterminée”, a indiqué l’armée pakistanaise, qui a annoncé la mort des huit hommes. Six Pakistanais figurent parmi les Casques bleus tués, a-t-elle ajouté. Peu après, le porte-parole du secrétaire général de l’ONU, Stéphane Dujarric, a confirmé à New York le crash et précisé les nationalités, serbe et russe, des deux autres victimes.
Accusations mutuelles
La Monusco avait auparavant annoncé avoir perdu le contact à la mi-journée avec un de ses hélicoptères en mission de reconnaissance à Tchanzu, dans le territoire de Rutshuru (province du Nord-Kivu), où des combats se déroulent depuis lundi.
Les autorités militaires de la province ont affirmé que le M23 (pour “Mouvement du 23-Mars”) avait “abattu” l’appareil, ce qui n’est pas confirmé par d’autres sources. Le M23 a démenti, accusant au contraire l’armée congolaise d’être responsable du crash.
Le général Sylvain Ekenge, porte-parole du gouverneur du Nord-Kivu, a accusé lundi les Forces de défense du Rwanda (RDF) de soutenir le M23 qui, disait-il, a “mené des incursions et attaqué les positions des FARDC” (Forces armées congolaises) dans deux localités du territoire de Rutshuru.
Également appelé “Armée révolutionnaire congolaise”, le M23 est issu d’une ancienne rébellion tutsi congolaise jadis soutenue par le Rwanda et l’Ouganda. Défait en 2013, le M23 fait de nouveau parler de lui depuis novembre, attaquant des positions militaires et reprochant à Kinshasa de n’avoir pas respecté des engagements sur la démobilisation de ses combattants.
Lundi soir sur TV5 Monde, le ministre congolais de la Communication et porte-parole du gouvernement, Patrick Muyaya, a employé le conditionnel mais néanmoins enfoncé le clou : “Il est temps de mettre fin à cette forme d’hypocrisie qui existerait ou cette forme de complicité entre le M23 et le gouvernement du Rwanda”, a-t-il déclaré, “parce que nous, nous voulons regarder le Rwanda comme un pays partenaire”.
Au vu des “affirmations de l’armée” de RD Congo, a-t-il ajouté, “mon collègue des Affaires étrangères invitera (mardi) l’ambassadeur du Rwanda, pour qu’il vienne nous donner des explications”.
Démenti du Rwanda
“Le Rwanda ne soutient ni politiquement ni militairement les M23. Engagement réaffirmé auprès du ministre (des Affaires étrangères) pour vérification et coopération conjointes par rapport aux allégations en cours”, a tweeté l’ambassadeur, Vincent Karega, après l’entretien.
“Nous réfutons catégoriquement les accusations sans fondement” de l’armée congolaise, avait déjà répliqué le gouverneur de la province rwandaise de l’Ouest, François Habitegeko. L’armée rwandaise “n’est en aucune façon impliquée dans les activités belliqueuses” en RD Congo, ajoutait-il.
Pour étayer ses accusations, le général congolais Ekenge a affirmé que deux militaires rwandais avaient été arrêtés durant les attaques de lundi. Les deux militaires présumés, en vêtements civils, se tenaient près de lui et ont été montrés par la télévision congolaise.
Là aussi, François Habitegeko a “contesté ces fausses allégations”. Selon lui, ces deux hommes auraient été arrêtés “il y a plus d’un mois” et ne font pas partie de l’armée rwandaise.
Dans un message vidéo, Willy Ngoma, porte-parole du M23, a également affirmé que le mouvement était “congolais” et ne bénéficiait “d’aucune aide, ni de près, ni de loin, d’un quelconque pays voisin”.
Depuis l’arrivée massive en RD Congo de Hutu rwandais accusés d’avoir massacré les Tutsi durant le génocide de 1994, le Rwanda a été régulièrement accusé par Kinshasa d’incursions au Congo et de soutien à des groupes armés. Les relations se sont apaisées avec l’accession au pouvoir, début 2019, de Félix Tshisekedi, qui a rencontré à plusieurs reprises son homologue rwandais Paul Kagame. Mais le regain d’activité du M23 a ravivé le soupçon.
