(Kigali) Six personnes, dont l’animateur d’une chaîne YouTube et trois membres d’un parti d’opposition, ont été arrêtées mercredi au Rwanda, accusées de « répandre des rumeurs » visant à saper le gouvernement, a-t-on appris auprès jeudi de la police.
Parmi les personnes arrêtées figure Theoneste Nsengimana de la chaîne YouTube Umubavu TV, qui totalise plus de 16 millions de vues et sur laquelle des Rwandais ont été appelés à dénoncer les violations des droits humains prétendument menées par le gouvernement.
« Il s’agit d’un groupe organisé qui a l’intention de répandre des rumeurs visant à provoquer des soulèvements ou des troubles parmi la population en utilisant différentes plateformes de réseaux sociaux », a déclaré jeudi à l’AFP Thierry Murangira, porte-parole du Bureau d’enquête rwandais (RIB).
Dans un communiqué mercredi soir, le RIB avait exhorté les Rwandais à se méfier de certains commentateurs de réseaux sociaux qui cherchent à « saper la sécurité nationale » et le gouvernement, et rappelé que « toute personne arrêtée sera poursuivie ».
Victoire Ingabire, fondatrice du mouvement Dalfa Umurunzi (Développement et liberté pour tous) et figure de l’opposition au président Paul Kagame, a affirmé qu’un total de sept personnes avaient été arrêtées, dont six membres de son parti.
« Je prends ça comme de l’intimidations », a-t-elle déclaré à l’AFP.
Victoire Ingabire est rentrée d’exil en 2010 pour se présenter contre Kagame à l’élection présidentielle, mais avait été arrêtée et emprisonnée pendant huit ans pour des accusations de terrorisme, une peine ensuite portée à 15 ans. Elle a été libérée après une grâce présidentielle en 2018.
Plusieurs personnes ont été arrêtées par les autorités après avoir publié sur YouTube des contenus critiques envers le gouvernement, suscitant l’inquiétude de groupes de défense des droits civiques.
Le mois dernier, Yvonne Idamage, 42 ans, a été reconnue coupable notamment d’« incitation à la violence » et condamnée à 15 ans de prison et à une amende équivalant à 2 500 dollars canadiens, après avoir accusé Kagame et son gouvernement de dictature.
Le Rwanda, dirigé par Paul Kagame depuis la fin du génocide de 1994 qui a fait 800 000 morts, selon l’ONU, principalement des Tutsi, est régulièrement accusé par des ONG de réprimer la liberté d’expression, les critiques et l’opposition politique.
En mars, Human Rights Watch avait exprimé son inquiétude face à l’attitude des autorités contre les personnes utilisant YouTube ou des blogues pour s’exprimer sur des questions parfois controversées.
HRW affirmait alors qu’au moins huit personnes rapportant ou commentant l’actualité — notamment l’impact des strictes mesures anti-COVID-19 qui ont durement frappé les plus pauvres — avaient été menacées, arrêtées ou poursuivies au cours de l’année écoulée.

На море возили. Класна анімація перший раз, тому все добре. 4 раз, все класс. Территория большая, но не сильно зелёная. Территория большая, если ехать с детьми до 3х лет,то лучше взять коляску. Главный бар в здании где находится ресепшен работает круглосуточно но бесплатные алкогольные напитки подают с 10,00 до 24,00 А бары на пляже и у бассейнов работают с 10,00 до 17,00. Закуски можно взять на фудкорте рядом с аквапарком и в баре на пляже. Пляж сам по себе большой но отведенная часть пляжа для трех отелей маловата. Пляж ужасный.Если вы едете именно за пляжным отдыхом, то вам точне ни в этот отель.Миллион людей, пляжа нет как такового.Возят автобусом. Пляж песчаный-отличный, в воде на глубине есть участки рифов. Списались с ними в вконтакте, он все рассказал и заказали. Прям ресторанами сложно назвать, но еда вкусная. Еда однообразная. Хоть ресторана и 4, но почти везде одно и тоже. Идти максимум минут 7-10. Да коралловый риф слабоват, но дня нас хватило с головой! Да и по вкусу все в целом очень хорошо. Да и вообще при желании можно даже найти пешком. Так что в целом (да еще в виду событий с вирусом) отдых даже ничего получился, Поеду ли в этот отель снова – нет, видела получше, но, как вариант, можно взять. Спасибо агентству Ekzzo и лично Евгению за наш прекрасный отдых на Крите! Несмотря на то что мы приехали в отель вечером нам пришлось еще минут 20 ждать свой номер да и персонал на ресепшене особо не куда не торопится. В итоге менеджер Карим нам дал только один номер (при этом спросил,- поблагодарили ли ли мы гида), а второй сказал, что нужно подождать пока уберут. В отеле персонал приветливый, довольно услужливый, ненавязчивый. Рецепшн приветливый, уборка хорошая, жили в номере 3126 с отличным видом! Большая ухоженная территория, номера с хорошим ремонтом, уборка и обслуживание на высоком уровне. Огромный бассейн (правда холодный зимой) и зеленая территория, вылизываются персоналом круглые сутки и, в это время года, впечатление такое, что этого персонала гораздо больше тех, кого они обслуживают.
