Le président français préside depuis le 1er janvier le Conseil de l’Union européenne et Bruxelles sera le cœur de la diplomatie entre l’Europe et l’Afrique lors du sommet des deux institutions régionales des 17 et 18 février 2022. Après celui d’Abidjan en 2017, ce sixième sommet entre les deux institutions, reporté en octobre dernier en raison de la pandémie, doit se tenir en présence, avec deux continents qui ne s’accordent pas sur tous les dossiers qui doivent être sur la table.
Emmanuel Macron aura un allié de poids avant et pendant ce sommet : Macky Sall, qui va prendre la tête de l’Union africaine en ce début d’année 2022. Les deux chefs d’État, qui ont d’ailleurs échangé le 20 décembre, se soutiennent.
Néanmoins, le report du sommet en septembre dernier avait, au fond, arrangé les 27 de l’UE et les 55 États membres de l’UA tant les points de désaccords sur les thèmes à évoquer étaient nombreux. Et le président sénégalais l’a annoncé : son mandat à la tête de l’UA sera notamment un plaidoyer en faveur d’une plus juste rémunération des ressources naturelles et d’un changement de gouvernance mondiale.

À Bruxelles, les 27 veulent, eux, des avancées dans « la riposte contre la pandémie » ; les efforts pour aider le continent africain sont, pour le moment, réduits, les fermetures des frontières dès qu’un variant apparaît très mal perçues sur le continent. L’UE, qui fait déjà bloc contre la présence du groupe russe Wagner, va sans aucun doute chercher à asseoir son leadership – et donc celui de la France – sur les questions sécuritaires.PUBLICITÉ
Autre sujet, toujours sensible, qui pourrait provoquer des tensions : la question migratoire. Car la pandémie ne fait qu’accentuer la pression économique sur les États africains, augmentant de fait les volontés de départ.
