Récit de Jean Marie Vianney Minani
Dans son discours de circonstance prononcé le 8/2/2022 à Kigali au siège du Parlement rwandais pendant les cérémonies de prestation de serment de deux nouveaux ministres récemment nommés au gouvernement rwandais, le Président Kagame a publiquement et violemment menacé d’envahir la RDC sous prétexte d’y poursuivre les FDLR .
Voici seulement quelques extraits de son discours :
“ Tous nos yeux sont tournés vers le Congo. Nous nous concentrons là-bas à cause des groupes armés basés là-bas qui nous menacent, y compris les ADF. Nous gardons un œil sur cette affaire et soyez assurés que nous finirons par régler ce problème. Nous utiliserons tous les moyens disponibles, y compris la persuasion et le consentement sur les solutions possibles. Mais quand quelqu’un franchit la ligne rouge, nous ne demandons permission à personne pour intervenir. Pour le moment, nous en sommes encore au stade de l’évaluation de la situation et de l’analyse de différentes options pour régler le problème. Si nous voyons que le Rwanda sera impacté par cette situation, nous interviendrons directement avec ou sans le consentement de toutes les parties concernées…Quiconque nous souhaite la guerre, nous la lui donnons. Nous avons des professionnels capables de l’exécuter. Notre doctrine est de faire la guerre en territoire ennemi en raison de la petite taille du Rwanda”
Un tel discours, de tels propos venant d’un président de la république comme Kagame qui est sérieusement soupçonné d’ailleurs d’être derrière les activités des forces négatives déstabilisant la RDC y compris les ADF, M23 et des groupes Mai-Mai, suscitent de nombreuses interrogations, des critiques voire des inquiétudes quant à la stabilité et la paix dans la région des grands lacs.
Alors que les forces armées Ougandaises (UPDF) en conjointes opérations avec leurs homologues congolais (les FARDC) sont depuis déjà deux mois en opérations militaires de démanteler les ADF et autres forces négatives opérant sur le sol congolais, le Président Kagame lui menace d’envahir le Congo quand il le veut.
Ce comportement du président Kagame donne également lieu de s’interroger sur les conséquences de tels propos, la réaction des autorités de Kinshasa en particulier et celui du peuple congolais en général.
Est-ce que le gouvernement et le peuple congolais vont accepter une telle provocation?
Est-ce que Kagame n’a pas vraiment dépassé la ligne rouge en tenant de tels propos?
Pourquoi le président Tshisekedi ne lui répond pas?
Est-ce que les ADF constituent réellement une menace pour la sécurité du Rwanda tel que veut l’affirmer Kagame? Ou bien, c’est juste un prétexte pour pouvoir envahir la RDC et piller ses ressources comme ça a été toujours le cas?
Ou encore, n’est-il pas une stratégie de Kagame pour pouvoir massacrer les réfugiés rwandais Hutus qui avaient survécu au génocide commis contre eux par le même régime du président Kagame?
Pourquoi Kagame veut s’ingérer dans le dossier des ADF alors que déjà l’UPDF & FARDC sont en train de les démanteler efficacement?
Est-ce que Kagame n’a pas déjà fini d’envoyer ses troupes au Congo? Ou encore, pourquoi Kagame se croit-il être au- dessus de tout le monde, de toutes les nations, allant même jusqu’à se réserver le droit d’envahir le sol d’un Etat souverain?
Et bien, il y a beaucoup de questions à se poser mais je voudrais tout juste à travers cet article donner ma contribution afin de tenter de passer en revue de possibles réponses et analyses à de questions posées ci-dessus et, surtout de donner des idées/conseils au peuple congolais pour qu’il puisse se mobiliser et agir de façon efficace face à cette situation de menaces imminentes et ignobles de la part de Kagame.
C’est également encore une fois l’opportunité de montrer à la communauté internationale en général, et des dirigeants et peuple de la région des grands lacs en particulier, combien Kagame reste toujours une sérieuse menace pour la paix dans toute la région.
En tenant de tels propos, une chose est sûre; c’est que Kagame a franchi la ligne rouge et ce n’est pas pour la première fois qu’il agit de la sorte, surtout par rapport à la RDC.
Ce n’est pas pour la première fois que Kagame dit publiquement qu’il peut unilatéralement attaquer/envahir un Etat souverain, qu’il peut frapper n’importe qui, même ses collègues présidents.
Tout le monde se souvient des propos ignobles qu’il a tenu à l’encontre de l’ancien président tanzanien, Mr Kikwete.
Et dans la plupart des cas, quand Kagame tient de tels propos, il finit par les mettre en pratique. Il est donc fort probable que Kagame a déjà fini à envoyer ses troupes à envahir la RDC.
Et, la raison derrière ça, c’est:
(i) pour piller les ressources naturelles du Congo,
(ii) pour exterminer quelques réfugiés Hutus survivant des massacres orchestrés par l’armée du même Kagame au Congo et documentés par le “Mapping Report”,
(iii) pour contrecarrer les actions militaires conjointes FARDC-UPDF pour qu’ils ne démantèlent pas définitivement ces groupes armés justement soutenus par Kagame (ADF,Mai-Mai,Red Tabara…) plutôt que de poursuivre les ADF et FDLR car en aucun cas, ce supposé groupe ADF-FDLR ne constitue pas pour le moment aucune menace pour la sécurité du Rwanda.
Alors, face à une telle menace du Président Kagame, un tel mépris, c’est tout d’abord au gouvernement Congolais qu’incombe la responsabilité de demander des explications à Kagame sur ses propos, en utilisant toutes les voies possibles (que ce soient diplomatiques ou autres…).
Le président Tshisekedi doit signifier haut et fort à son homologue Kagame que ses propos/actions sont ignobles/inacceptables.
Souvenons-nous tout de même que le gouvernement Congolais n’avait rien fait quand l’Ambassadeur du Rwanda en RDC, Mr Vincent Karega a récemment minimisé les massacres des Congolais de Kasika (en Août 1998) dans lesquels Kagame est sérieusement impliqué.
La deuxième instance à qui incombe la stricte responsabilité de condamner/faire face aux propos du président Kagame c’est la classe politique congolaise en général (le parlement, les parties politiques d’opposition, les différentes coalitions politiques,…).
C’est très louable qu’il y en a quelques haut politiciens congolais qui ont déjà publiquement condamné les propos du président Kagame. Dans cet ordre d’idées, la déclaration publique de l’Honorable IRACAN GRATIEN DE SAINT-NICHOLAS est à apprécier.
Il faut que les autres lui emboîtent le pas. La Société civile, les journalistes et la population en général doivent en fin aussi faire face à ces propos, que ce soient par des manifestations, des articles publiés, des messages à travers les réseaux sociaux/les radios….
La communauté internationale doit aussi intervenir pour empêcher le président Kagame d’exécuter ses barbaries et surtout de lui donner un dernier avertissement pour qu’il n’ose plus à tenir de tels propos dans le futur.
Les collègues de Kagame aussi (surtout ceux des pays voisins- des organisations comme l’EAC, la CEPGL,….) doivent également réagir et signifier fort à Kagame que c’est lui le principal obstacle à la paix dans la région.
Disons pour conclure cet article, que Kagame, en tenant ces propos n’a respecté ni la loi internationale, ni la souveraineté du Congo.
Alors, permettons-nous de nous/vous (lecteurs de cet article) demander, si Kagame dit qu’il va attaquer le Congo prétextant qu’il poursuit les FDLR, qu’est-ce qui va se passer si Tshisekedi lui aussi répond à Kagame qu’il peut attaquer le Rwanda à la poursuite des combattants du M23 dont le monde entier sait qu’ils ont mené une guerre sanglante à l’Est de la RDC depuis longtemps et que ses combattants sont hébergés & soutenus par Rwanda?
