Mes chers compatriotes,
Depuis cinq ans, nous avons traversé ensemble nombre d’épreuves. Terrorisme, pandémie, retour de la violence, guerre en Europe : rarement, la France avait été confrontée à une telle accumulation de crises. Nous avons fait face avec dignité et fraternité.
Nous avons tenu bon sans jamais renoncer à agir. Grâce aux réformes menées, notre industrie a pour la première fois recréé des emplois et le chômage a atteint son plus bas niveau depuis quinze ans. Grâce au travail de tous, nous avons pu investir dans nos hôpitaux et notre recherche, renforcer nos armées, recruter policiers, gendarmes, magistrats et enseignants, réduire notre dépendance aux énergies fossiles, continuer à moderniser notre agriculture. Grâce à nos efforts, nous avons, avant la pandémie, réduit nos déficits et, tout au long du quinquennat, baissé les impôts de manière inédite. Tout cela nous a permis d’être crédibles et de convaincre nos principaux voisins de commencer à bâtir une Europe-puissance, capable de se défendre et de peser sur le cours de l’Histoire.
Nous n’avons pas tout réussi. Il est des choix qu’avec l’expérience acquise auprès de vous je ferais sans doute différemment. Mais les transformations engagées durant ce mandat ont permis à nombre de nos compatriotes de vivre mieux, à la France de gagner en indépendance. Et les crises que nous traversons depuis deux ans montrent que c’est bien ce chemin qui doit être poursuivi.
Nous connaissons des bouleversements d’une rapidité inouïe : menace sur nos démocraties, montée des inégalités, changement climatique, transition démographique, transformations technologiques. Ne nous trompons pas : nous ne répondrons pas à ces défis en choisissant le repli ou en cultivant la nostalgie. C’est en regardant avec humilité et lucidité le présent, en ne cédant rien de l’audace, de la volonté et de notre goût de l’avenir que nous réussirons. L’enjeu est de bâtir la France de nos enfants, pas de ressasser la France de notre enfance.
Voilà pourquoi je sollicite votre confiance pour un nouveau mandat de Président de la République. Je suis candidat pour inventer avec vous, face aux défis du siècle, une réponse française et européenne singulière. Je suis candidat pour défendre nos valeurs que les dérèglements du monde menacent. Je suis candidat pour continuer de préparer l’avenir de nos enfants et de nos petits-enfants. Pour nous permettre aujourd’hui comme demain de décider pour nous-mêmes.
Il n’y a pas d’indépendance sans force économique. Il nous faudra donc travailler plus et poursuivre la baisse des impôts pesant sur le travail et la production. Pour ne pas nous laisser imposer par d’autres les technologies qui rythmeront demain notre quotidien, il nous faudra aussi continuer d’investir dans notre innovation et notre recherche afin de placer la France en tête dans les secteurs qui, comme les énergies renouvelables, le nucléaire, les batteries, l’agriculture, le numérique, ou le spatial feront le futur et nous permettront de devenir une grande Nation écologique, celle qui la première sera sortie de la dépendance au gaz, au pétrole et au charbon.
C’est à la condition de cette reconquête productive par le travail que nous pourrons préserver et même améliorer ce modèle social auquel nous tenons tant et qui a fait ses preuves.
Nous lutterons contre les inégalités, non pas tant en cherchant à les corriger toujours trop tard qu’en nous y attaquant à la racine. Nous ferons en sorte que tous les enfants de France aient les mêmes chances, que la méritocratie républicaine redevienne une promesse pour chacun. Pour cela, la priorité sera donnée à l’école et à nos enseignants, qui seront plus libres, plus respectés et mieux rémunérés.
Nous investirons pour permettre à chacun de vivre le grand âge à domicile tant qu’il le peut, pour rendre les maisons de retraite plus humaines. Nous poursuivrons sans relâche notre travail pour l’inclusion de nos compatriotes en situation de handicap. En matière de santé, nous opérerons la révolution de la prévention et ferons reculer les déserts médicaux.
La force de notre modèle social est là : dans cet investissement dans l’humain tout au long de la vie, qui donne confiance aux familles et a fait de la France l’un des pays d’Europe à la plus forte natalité.
Défendre notre singularité française implique enfin de promouvoir une certaine manière d’être au monde. Un art de vivre millénaire, enraciné dans chaque région, chaque canton, chaque ville et chaque village que ce soit en métropole ou dans nos outre-mer. Une histoire, une langue, une culture que lorsque l’on est Français, on se doit de connaître, d’aimer, de partager. Une citoyenneté, qui ne repose pas seulement sur des droits, mais sur des devoirs et un engagement de chaque jour. Parce que le respect des lois n’est pas négociable, nous poursuivrons l’investissement dans nos forces de sécurité et notre justice. Nous encouragerons l’engagement avec une ambition simple : former non pas seulement des individus et des consommateurs, mais des citoyens. Faire des républicains.
Tout au long de mon mandat, j’ai vu partout un esprit de résistance à toute épreuve, une volonté d’engagement remarquable, une inlassable envie de bâtir. Je l’ai retrouvée dans notre pays mais aussi en allant à la rencontre de nos compatriotes vivant à l’étranger. En chaque lieu, j’ai perçu le désir de prendre part à cette belle et grande aventure collective qui s’appelle la France.
C’est pourquoi le moment électoral qui s’ouvre est si important. Cette élection présidentielle déterminera les directions que le pays se donne à lui-même pour les cinq années à venir et bien au-delà. Bien sûr, je ne pourrai pas mener campagne comme je l’aurais souhaité en raison du contexte. Mais avec clarté et engagement j’expliquerai notre projet, notre volonté de continuer à faire avancer notre pays avec chacun d’entre vous.
Ensemble, nous pouvons faire de ces temps de crises le point de départ d’une nouvelle époque française et européenne.
