Voici les 27 ministres et secrétaires d’Etat du nouveau gouvernement Borne

Le secrétaire général du gouvernement, Alexis Kohler, a annoncé ce vendredi la composition de la nouvelle équipe autour de la Première ministre Elisabeth Borne.

Au terme d’un feuilleton politique de plus de trois semaines, le secrétaire général de l’Elysée, Alexis Kohler, a annoncé ce vendredi après-midi la composition du nouveau gouvernement, qui sera dirigé par la Première ministre Elisabeth Borne, qui avait déjà été nommée lundi.

Voici les 17 ministres, 6 ministres délégués et 4 secrétaires d’Etat du premier gouvernement Borne :

Les ministres de plein exercice

Bruno Le Maire, ministre de l’Economie, des Finances et de la Souveraineté industrielle et numérique

L’ex-LR converti au macronisme, qui s’était dit mardi «très serein» sur son avenir politique, est reconduit à la tête du ministère de l’Economie et des Finances. Malgré quelques bourdes ces derniers mois, Le Maire sauve son poste, bien qu’il ne brigue pas de second mandat de député en juin.

Gérald Darmanin, ministre de l’Intérieur et des Collectivités territoriales

Nommé en juillet 2020 pour succéder à Christophe Castaner, le transfuge sarkozyste ne cachait pas son envie de prolonger son bail au gouvernement. L’ancien maire de Tourcoing s’est démultiplié durant la campagne présidentielle, abattant déplacements et réunions publiques en jouant à fond la «carte sociale» et «élu de terrain», en bon soldat du candidat Macron. Pour les législatives de juin, il se représente dans la 10e circonscription du Nord.

Catherine Colonna, ministre de l’Europe et des Affaires étrangères

Le landerneau bruissait depuis le début de la journée d’une surprise pour le Quai d’Orsay. Elle est incarnée par la diplomate Catherine Colonna, qui s’installe aux commandes du ministère des Affaires étrangères. Cette femme de 66 ans ne découvre pas la chose gouvernementale : elle a déjà été ministre des Affaires européennes et porte-parole du gouvernement sous les mandats de Jacques Chirac. Elle était ambassadrice de France à Londres depuis 2019.

Eric Dupond-Moretti, ministre de la Justice

Il reste. Présenté comme l’une des principales figures du gouvernement Castex au moment de son arrivée au ministère de la Justice, Eric Dupond-Moretti est reconduit Place Vendôme. Son renvoi devant la justice requis par la Cour de justice de la République, sa mise en examen pour «prise illégale d’intérêts», ne lui auront pas été fatales. Tout comme ses rapports compliqués avec la magistrature qui n’ont cessé de se mobiliser contre lui.

Amélie de Montchalin, ministre de la Transition écologique et de la Cohésion des territoires

Elle ne cachait pas son envie de rester ministre. Amélie de Montchalin, «bonne élève» du gouvernement Castex, passe de la Fonction publique à la Planification écologique. Celle qui pilotait la controversée réforme de la haute fonction publique sera en tandem avec Agnès Pannier-Runacher. L’ex-juppéiste est également candidate pour les législatives dans la 6e circonscription de l’Essonne.

Pap Ndiaye, ministre de l’Education nationale et de la Jeunesse

C’est un des «coups» de ce gouvernement. L’historien Pap Ndiaye atterrit rue de Grenelle à la tête d’un ministère très emblématique : l’Education nationale, où il remplace Jean-Michel Blanquer. Ce spécialiste des discriminations et de la condition noire, pourfendeur des violences policières, était directeur général du palais de la Porte-Dorée et du Musée national de l’histoire de l’immigration depuis 2021. Il est aussi le frère de la romancière Marie NDiaye. Gouvernement Borne: qui est Pap Ndiaye, la surprise de Macron à l’Education?

Sébastien Lecornu, ministre des Armées

Ancien LR, Sebastien Lecornu se voit une nouvelle fois récompensé de sa fidélité à Emmanuel Macron qu’il a rejoint dès le début de son premier quinquennat. Après un secrétariat d’État à la Transition écologique, un passage au ministère des collectivités territoriales et un autre aux Outre-Mer, l’ancien sénateur se voit cette fois confier les Armées. Un ministère stratégique en pleine guerre en Ukraine.

Brigitte Bourguignon, ministre de la Santé et de la Prévention

Sacrée promotion pour Brigitte Bourguignon. Ancienne ministre déléguée chargée de l’Autonomie, qui a notamment dû gérer la crise Orpea, se voit nommée ministre de la Santé et de la prévention en lieu et place d’Olivier Véran. Avant les ors de ministère, la députée du Pas de Calais officiait à l’Assemblée nationale où elle était présidente de la commission des Affaires sociales.

Olivier Dussopt, ministre du Travail, de l’Emploi et de l’Insertion

Figure discrète mais saluée dans le gouvernement précédent, l’ex-ministre des Comptes publics, Olivier Dussopt, est nommé au Travail. Ancien socialiste, le président de Territoires de progrès prend du galon en succédant à Elisabeth Borne, qui accède à Matignon. Il aura la lourde tâche de piloter la réforme des retraites. Avant cela, il est candidat aux législatives dans la 2e circonscription de l’Ardèche.Son profil complet.

Damien Abad, ministre des Solidarités, de l’Autonomie et des Personnes handicapées

C’est la prise de guerre de ce gouvernement. L’ancien LR Damien Abad, en première ligne ces dernières années pour vitupérer contre la politique du gouvernement en sa qualité de président du groupe Les Républicains à l’Assemblée, se voit confier le ministère des Solidarités, de l’autonomie et des personnes handicapées. Un thème qui lui est cher car lui-même est atteint d’arthrogrypose, une maladie rare qui réduit sa mobilité.

Sylvie Retailleau, ministre de l’Enseignement supérieur et de la Recherche

Avant de succéder à Frédérique Vidal à l’Enseignement supérieur et à la Recherche, Sylvie Retailleau était la présidente de l’université Paris-Saclay. Cet établissement au sud de la capitale, mastodonte créé sous l’impulsion de l’Elysée tant sous Sarkozy que Hollande, a été créé le 1er janvier 2020. Il regroupe des écoles d’ingénieur (CentraleSupélec, AgroParisTech, Ecole Normale Supérieure Paris-Saclay, etc), et des universités (Versailles, Evry et Paris-Sud). Sylvie Retailleau était précédemment présidente de l’Université Paris-Sud. Elle est titulaire d’un doctorat de physique sur le transistor bipolaire.Son profil complet. Marc Fesneau, ministre de l’Agriculture et de la Souveraineté alimentaire

Ancien ministre des Relations avec le Parlement et fils d’agriculteur, Marc Fesneau atterrit rue de Varenne au ministère de l’Agriculture. Proche de François Bayrou, tacticien du MoDem dans les rudes tractations entre les différentes composantes de la majorité, l’ancien maire de Marchenoir (Loir-et-Cher) remplace Julien Denormandie.Marc Fesneau, un rural du Centre au ministère de l’Agriculture

Stanislas Guerini, ministre de la Transformation et de la Fonction publiques

Cette fois c’est la bonne. Après être resté sur le carreau à chaque composition de gouvernement depuis la première élection d’Emmanuel Macron, Stanislas Guerini est récompensé pour sa fidélité au chef de l’Etat. Dans le premier gouvernement d’Elisabeth Borne, le délégué général de la République en Marche sera en charge de la Fonction publique. Il remplace Amélie de Montchalin, qui a eu à gérer la transformation de l’ENA en Institut national du Service public.

Yaël Braun-Pivet, ministre des Outre-Mer

On l’annonçait à la Justice, la voilà finalement aux Outre-Mer. Yaël Braun-Pivet sera en charge des territoires ultramarins dans le premier gouvernement Borne. Cette députée des Yvelines, présidente de la commission des Lois pendant la précédente législature, était avocate en droit pénal avant sa carrière politique.

Rima Abdul Malak, ministre de la Culture

C’est un des nouveaux visages de ce gouvernement : Rima Abdul Malak n’était connue que des cercles initiés. La conseillère aux affaires culturelles auprès du président de la République accède au ministère de la Culture. Née au Liban en 1978, Rima Abdul Malak est arrivée en France à l’âge de 10 ans. Elle a commencé sa carrière au début des années 2000, comme directrice des programmes de Clowns sans frontières, avant de devenir conseillère culture à la mairie de Paris. Agnès Pannier Runacher, ministre de la Transition énergétique

Elle rempile au gouvernement. Agnès Pannier-Runacher, qui était secrétaire d’État chargée de l’Industrie auprès du ministre de l’Économie et des Finances, aura la charge de piloter la Transition écologique dans le gouvernement Borne I. Un temps annoncée candidate aux législatives, elle avait renoncé à se présenter dans le Pas-de-Calais au profit de son compagnon Nicolas Bays, ce qui avait été interprété comme un signe avant-coureur de son maintien au gouvernement.

Amélie Oudéa-Castéra, ministre des Sports, des Jeux olympiques et paralympiques

Jusqu’à présent directrice générale de la Fédération française de tennis, Amélie Oudéa-Castéra va être contrainte de délaisser la discipline qu’elle a pratiquée au niveau professionnel dans sa jeunesse. Sortie de l’ENA, cette ex-haute fonctionnaire puis magistrate à la Cour des comptes va gérer le portefeuille des Sports dans la période ô combien cruciale des JO 2024 de Paris… et ses redoutés dérapages budgétaires. Epouse du DG historique de la Société Générale, Frédéric Oudéa, Amélie Oudéa-Castéra connaît toutefois bien le dossier en tant qu’ancienne présidente du Comité d’audit de Paris 2024.

Les ministres délégués et secrétaires d’Etat

Olivier Véran, ministre délégué chargé des relations avec le Parlement et de la Vie démocratique

De la Santé… au Parlement. Ministre emblématique de la gestion de la crise sanitaire liée au Covid, promu au gouvernement au tout début de l’épidémie, en mars 2020, Olivier Véran, qui se voyait bien continuer au ministère de la Santé, n’a pas été entendu. Mais il hérite d’un poste hautement stratégique aux relations avec le Parlement, auquel lui a été adjoint la Vie démocratique.

Isabelle Rome, ministre déléguée à l’Egalité entre les femmes et les hommes, la Diversité et l’Egalité des chances

Elle maîtrise le sujet, puisqu’elle était haute fonctionnaire à l’égalité femmes-hommes du ministère de la Justice depuis juin 2018. Isabelle Rome, 59 ans, vient d’être nommée ministre déléguée l’Égalité entre les femmes et les hommes, la Diversité et l’Égalité des chances. Cette magistrate succède au poste à Elisabeth Moreno.

Gabriel Attal, ministre délégué aux Comptes publics

Porte-parole du gouvernement ou du Covid ? Depuis deux ans, le visage de Gabriel Attal est associé aux traditionnelles conférences de presse données à l’issue du Conseil des ministres. Efficace à son poste, il espérait une promotion. C’est chose faite : à 33 ans, ce macroniste de la première heure obtient le poste très politique des Comptes publics. Il succède à Olivier Dussopt, qui hérite du portefeuille du Travail.

Christophe Béchu, ministre délégué aux Collectivités territoriales

Proche d’Edouard Philippe, numéro 2 du parti Horizons, le maire d’Angers Christophe Béchu accède enfin au gouvernement, lui dont le nom revenait à chaque remaniement depuis 2017. Il devient ministre délégué chargé des collectivités territoriales.

Franck Riester, ministre délégué au Commerce extérieur et à l’Attractivité

Il ne va pas être déboussolé. Franck Riester conserve son poste de ministre délégué au Commerce extérieur et à l’Attractivité au sein du gouvernement Borne, comme il l’occupait au sein du gouvernement Castex. L’ancien maire de Coulommiers, président d’Agir et ex-ministre de la Culture, n’a à faire ni déballer aucun carton.

Clément Beaune, ministre délégué en charge de l’Europe

Protégé du locataire de l’Elysée, Clément Beaune conserve son portefeuille européen. Mais celui qui était secrétaire d’Etat aux Affaires européennes devient ministre délégué en charge de l’Europe. C’est peut-être un détail pour vous, mais pour lui ça veut dire promotion (et notamment possibilité d’avoir un plus grand cabinet) . A presque 40 ans, ce spécialiste reconnu des affaires européennes est également candidat aux législatives, dans la 7e circonscription de Paris

Olivia Grégoire, secrétaire d’Etat, porte-parole du Gouvernement

L’ancienne secrétaire d’Etat à l’Economie sociale et solidaire remplace Gabriel Attal au poste extrêmement exposé de porte-parole du Gouvernement. Fidèle macroniste, venue de ce qu’elle-même appelle «la droite libérale et constructive» d’Alain Madelin, la députée de Paris a gravi les échelons en macronie durant le premier quinquennat d’Emmanuel Macron. Notamment grâce à ses apparitions à la télé ou à la radio où elle n’a jamais dit non pour défendre, à grands coups de punchlines son président de la République. C’est désormais son travail à temps plein.

Justine Benin, secrétaire d’Etat chargée de la Mer

Ancienne députée Modem de Guadeloupe, Justine Benin est nommée secrétaire d’Etat chargée de la Mer.

Charlotte Caubel, secrétaire d’Etat chargée de l’Enfance

Jusqu’alors directrice de la protection judiciaire de la jeunesse au ministère de la Justice, la magistrate Charlotte Caubel est nommée secrétaire d’Etat chargée de l’enfance.

Chrysoula Zacharopoulou, secrétaire d’Etat au Développement et à la Francophonie et des Partenariats internationaux

Députée européenne franco-grecque depuis 2019, Chrysoula Zacharopoulou est nommée secrétaire d’Etat chargée du Développement, de la Francophonie et des Partenariats internationaux.
