Nous savons que Biraro était encore président exécutif de Crystal Ventures Ltd lorsqu’il a assisté au Forum d’affaires UE-Rwanda le 26 juin 2023. Par la suite, il disparut….
La disparition de Biraro de Crystal Ventures Ltd est aussi étrange que sa nomination à la tête de l’empire commercial du parti au pouvoir. Avant de prendre sa retraite en tant qu’auditeur général du Rwanda en 2021, Biraro avait dénoncé la corruption du régime de Kagame comme personne d’autre. Il n’a cessé de révéler comment l’argent des retraites rwandaises était investi dans des entreprises qui ne gagnaient aucun revenu.
Le rapport 2015 de Biraro a établi que l’investissement de l’Office rwandais de la sécurité sociale (RSSB) dans les entreprises non performantes s’élevait à 81,9 milliards de FRW, soit 65,7 millions de dollars. Trois filiales de Crystal Ventures Ltd figurent parmi les principales entreprises qui ont conquis les retraites du peuple rwandais. Il s’agit d’Inyange Industries, d’East African Granite Industries et de Crystal Telecom.
Kagame aurait-il pu avoir des doutes sur le fait que Biraro soit à la tête de l’empire commercial qu’il avait précédemment qualifié de bénéficiaire de la capture de l’État lorsque Biraro était Auditeur Général ?
